Former Chief of the 2nd Operational Management of FSB Information Security Center (ISC). Colonel, presumably of Belarus origin.

He was detained in December 2016 on charges of high treason (Art. 275 of the Criminal Code).

According to media reports, he was the leader of Shaltay Boltay hacker group famous for their attacks on mailboxes belonging to senior officials and media personalities. Most of the information they obtained was sold.

However, it was not the crime Mikhailov is to get a penalty of up to 20 years for. According to the latest data, the investigators believe that he was involved in a document theft from Ministry of Defense. Defense Minister Sergei Shoygu personally initiated the investigation of the hackers.

Between November and December 2016, Federal Security Service arrested Anonymous International leader Vladimir Anikeev, his alleged accomplices Aleksandr Filinov and Konstantin Tepljakov, head of Kaspersky Lab’s Computer Incident Investigation Dept Ruslan Stoyanov, Mikhailov himself and his colleague Major Dmitry Dokuchaev, senior officer of the 2nd Operational Management of FSB Information Security Center.
