In the video, security forces stop the car of Mikhail Muzraev and, without the use of force, ask him and his driver to get out. Both quietly get out and put their hands on the roof of the car.

The Telegram channel Oper Slil has published a police footage showing the detention of ex-Head of the ICR Directorate in the Volgograd region, Mikhail Muzraev, who is a defendant in the case of an arson attack on the house of Region Governor, Andrey Bocharov. 

In the video, siloviki stop a black Toyota Camry. FSB officers encircle the car. Without the use of force, they ask Muzraev and his driver to get out. Both quietly get out and put their hands on the roof of the car. 

It was previously reported that the Lefortovo Court of Moscow arrested Muzraev on charges of a terrorist attack committed by a group of persons by previous concert (item ‘a’ part 2 of Art. 205 of the Russian Criminal Code). He does not plead guilty. It is reported that that there are five more defendants in the case. According to the investigation, they used to be members of a criminal group headed by Volgograd businessman Evgeny Remezov. 

The house of Governor Andrey Bocharov was set on fire during the night of November 16, 2016. A Molotov cocktail was thrown into the building. The role of the former head of Volgograd ICR in this crime is not known yet. It was reported that the attack was organized by a gangland businessman and former tenant of the Central Market of Volgograd, Evgeny Remezov. Allegedly, the attempt was set up over the fact that the governor had returned the territory of the market to municipal property. 

Mikhail Muzraev headed the ICR Investigations Directorate in the Volgograd region from 2007 to 2018. In January 2019, he became adviser to Alexander Bastrykin.
