Ulyanovsk: Public officials create gang and sell municipal land
In the Ulyanovsk region, a group of public officials was given custodial sentences for a fraud involving municipal land.
The Zheleznodorozhny District Court (Ulyanovsk) convicted the gang of illegal land sale. 35-year-old Damir Tukaev, 30-year-old Aleksand Morozov, 31-year-old Aleksandr Tokarev, and 26-year-old Semyon Koltsov were found guilty of swindling committed by an organized group on a large scale that may have involved abuse of power and attempted acquisition of other people's property rights by fraud committed by an organized group on a large scale that may have involved abuse of power.
Being the Deputy Head of the City of Ulyanovsk Division of the Ulyanovsk Region Department of the Russian Service for State Registration, Cadastre and Cartography, Damir Tukaev organized manufacturing of forged orders of a local government agency Head, as determined by specialists over the course of a pre-trial investigation and a following trial. The orders stated the Head allocated his subordinates municipal land.
The public official then submitted the forged documents to get cadastral certificates and illegally registered land ownership.
The following public official’s colleagues also participated in the fraud: former engineer of the Department for Geodesics and Land Management of the Ulyanovsk Region Recorder of Deeds Aleksandr Morozov; former Leading Specialist-Expert of the Department for Land Ownership Registration of the Russian Service for State Registration, Cadastre and Cartography Ulyanovsk Region Department Aleksandr Tokarev; former Specialist of the Leninsky District (Ulyanovsk) Department for State and Municipal Services Provision Semyon Koltsov.
The gang members would then sell such land and share money made from it. They sold more than 3 million rubles worth of land from July of 2013 to May of 2015, according to estimates of the damage they caused.The Court found all the 4 defendants guilty, gave them custodial sentences, and fined them. Damir Tukaev was given a 7 year custodial sentence and fined for 600,000 rubles; Aleksandr Morozov was given a 5 year custodial sentence and fined for 400,000 rubles; Aleksandr Tokarev was given a 4-year custodial sentence and fined for 300,000 rubles; Semyon Koltsov was given a 1.5 year custodial sentence and fined for 150,000 rubles.
Zaur Dadaev, who is imprisoned for the murder of politician Boris Nemtsov, may soon be put in stricter conditions of detention. Being sent for any, sometimes contrived violations of the regime in a punitive confinement (SHIZO), Dadaev is being forced to pass a check on the lie detector and give evidence on the Nemtsov case.
The video showing prisoner being tortured by officers of the Yaroslavl correctional camp No. 1 (IK-1), which was published on July 20, caused a public outcry and the initiation of a criminal case by the Investigative Committee. However, a year ago, an ICR officer found no exceeding of official powers in the video, thus justifying the torture.
A large-scale purge of thieves in law, which started shortly after Prime Minister Nikol Pashinyan’s coming to power, continues in Armenia. After receiving threats of arrests, thieves were taken in custody for carrying weapons and drugs.
However, the thief, who is currently dividing the spheres of influence in Ukraine’s Odessa region with Antimoz Kukhilava through his representatives, has been sentenced in absentia. Mindiya Goradze is not in Georgia at the moment.
