“Renovation to make it easier to breathe”: video from Tsepovyaz’s VIP-cell
A video appeared on the Internet in which a member of an organized criminal group Tsapok, Vyacheslav Tsepovyaz, convicted for 20 years, was captured along with his cellmates.
On the snapshots one can see the comfort of the camera, in which the participant of the Kushchevskaya gang, guilty in the murders of 19 people, is serving a sentence – an excellent renovation was made there, new soft furniture brought in, they watch satellite TV on plasma.
Tsepovyaz tells about the renovation done in the “hut” on the camera. According to him, the cell was repaired, “to make it easier to breathe.” At the request of the prisoner who shot the video, Tsepovyaz waves with his hand, holding a mobile phone, which, according to the rules of correctional institutions, should not be accessible to convicts.
Earlier, thanks to the former wife of Tsepovyaz, photos, in which he, in a prison uniform, holding a mobile phone, eats a crab, red caviar and kebab, became public property. After the pictures were published in the media, a prosecutor’s check began in the correctional colony of the Amur Region. According to its results, it turned out that every month a member of the Tsapkov gang got food delivery to the colony on the amount of 60 thousand rubles. Official representative of the supervisory authority, Alexander Kurennoy, added that the weight of packages with gears sometimes reached 30 kg: the convict received sweets, sausages, expensive cheeses, red caviar, meat, fish, cigarettes, telephones, household chemicals. All this happened with the knowledge of the administration of the colony.
The ICR check revealed that employees of IK-3 of the Federal Penitentiary Service of Russia in the Amur Region created special conditions for an active participant in the Tsapok gang. On the facts of violations of internal regulations, the Investigative Committee opened a criminal case on abuse of authority (Part 1 of Art. 286 of the Criminal Code of the Russian Federation). Vyacheslav Tsepovyaz himself after the outbreak of scandal was sent to the punishment cell for violation of the daily routine. At the same time, the convict argued that the delicacies in the pictures were the result of photoshop and threatened to sue the media where the pictures were published. His lawyer said that with the help of scandalous photos, the former spouse of Tsepovyaz, with whom they share property, is trying to blacken him.
Recall that the Tsapok OCG operated in the village of Kushchevskaya of the Krasnodar region from 1998 to 2010. During this time, 19 people became victims of criminals. The gang leader Sergey Tsapok was found guilty of murdering 18 people and was sentenced to life imprisonment. He died in jail, before reaching the entry into force of the court decision. The uncle of the leader of the organized criminal group, Vyacheslav Tsepovyaz, was sentenced to 20 years in prison.

Every big Russian city has ‘untouchable' people who are beyond the reach of the law enforcement authorities – generals, judges, mayors, etc. Despite overwhelming evidence sufficient to prosecute them, such persons cannot be busted without authorization from the federal center. There is also another type of corrupt officials: their deeds are well-known – but these people are so generous, hospitable, and understanding that no one is willing to arrest them.
