“Not cell, but psychological relief room.” Federal Penitentiary Service comments on video with Tsepovyaz in colony
The Federal Penitentiary Service (FSIN) commented on a video from the colony that was spread on December 1, where an active member of the Tsapok OCG, Vyacheslav Tsepovyaz, is serving his 20-year term.
As reported by the FSIN press center, the video from the colony was not filmed in Tsepovyaz’s cell, but in the psychological relaxation room, and the recording dates back to the same period as the previously published photos, that is, 2015-2016. Meanwhile, they noted in the department, this video is already being checked in a criminal case about the excess of employees of IK-3 of the Amur region of their official authority, instituted after the publication of photos.
At the same time, the press service of the FSIN did not comment on the mobile phone in the hands of Tsepovyaz.
The video, in which Vyacheslav Tsepovyaz was captured together with supposed cellmates, was shot in a comfortable room with blue wallpapers, the room is furnished with soft furniture, there is an LCD TV and a table with chess. A voiceover says that “the renovation was done to make it easier to breathe” and asks Tsepovyaz to “wave with his hand to the camera.”
Recall that in early November, the media published photos on which Vyacheslav Tsepovyaz poses in a prison uniform with a mobile phone in his hands, at a table where his food is clearly not from the prison menu, for example, crabs, kebabs and red caviar.
After the outbreak of scandal, the Prosecutor's Office of the Amur region came for a check in the colony of Tsepovyaz. According to its results, it turned out that every month a member of the Tsapok OCG was delivered products worth 60,000 rubles ($900) to the colony, and the weight of food packages reached 30 kg: Tsepovyaz received candy, sausage, expensive cheeses, red caviar, meat, fish, cigarettes. All this happened with the knowledge of the administration of the colony, whose employees created special conditions for the active member of the Tsapok gang. On the facts of violations of the internal regulations the Investigative Committee opened a case under part 1 of Art. 286 of the Criminal Code, and Tsepovyaz himself was sent to the punishment cell.
Tsepovyaz himself claims that the photos were fake, and their falsification is connected with the divorce process and the division of property with Natalia Strishnya in order to put pressure on the court.
Vyacheslav Tsepovyaz is serving a sentence in the case of the massacre of the Tsapok gang in the village of Kushchevskaya, where 12 people were killed. Three gang members, including its leader Sergei Tsapok, received life sentences for their crimes (Sergey Tsapok died in jail from an illness in 2014), two (including Tsepovyaz) got 20 years in prison each, and another one 19 years.

Every big Russian city has ‘untouchable' people who are beyond the reach of the law enforcement authorities – generals, judges, mayors, etc. Despite overwhelming evidence sufficient to prosecute them, such persons cannot be busted without authorization from the federal center. There is also another type of corrupt officials: their deeds are well-known – but these people are so generous, hospitable, and understanding that no one is willing to arrest them.
