Ex-head of Volgograd Investigative Committee of Russia Mikhail Muzraev remains in remand prison in spite of heart attack

The General’s lawyers argued that the decision on his arrest had been rendered with blatant violations.

Moscow City Court upheld the decision to prolong the arrest of an ex-head of the Investigative Committee of Russia in the Volgograd region and Aleksander Bastrykin’s adviser for special assignments Mikhail Muzraev accused of terrorism, reports Kommersant. Muzraev’s lawyers argued that the decision on his arrest had been rendered with blatant violations, and health workers in the remand prison had not revealed his serious heart disease which prohibits from detention.

It was earlier reported there had been a scandal during the hearings on the prolongation of the arrest for Muzraev at Lefortovo court: judge Sergey Ryabtsev had received documents related to another defendant in the case - Vladimir Zubkov - instead of papers related to the ex-head of the Investigative Committee of Russia in the Volgograd region. The situation was called “a technical error,” however Muzraev’s lawyers considered these actions a violation of the the Criminal Procedure Code. Moscow City Court, however, considered the incident nothing more than a mistake.

Besides that, Muzraev’s medical papers were examined during the hearings of the Moscow City Court. The Lieutenant General’s defence team noted that he had been diagnosed with the third stage of hypertonic disease and the fourth degree of risk. This disease is included in the list of diseases that prevent from detention. The lawyers noted that Muzraev had gone through a heart attack in the remand prison and his life is at risk.

Mikhail Muzraev was detained in June, 2019, for arranging of burning of a house of a family of Volgograd Governor Andrey Bocharov. The Federal Security Service theory is that the General wanted to intimidate the official this way and put him in dependence on him. It was later reported that the Federal Security Service had united the case with a few others, including instances of robbery, theft and arson. Defendants in the other cases are parties who have nothing in common with law enforcement.

Muzraev’s lawyers state that no actions are being carried out with the General. The lawyers are summoned for familiarization with the results of the expert reviews.
