Death of financier of Main Directorate of Special Programs of President tied to case of Chekhovskaya organized criminal group

Death of Andrey Kudryashov, an ex-head of the finance department of the Main Directorate of Special Programs of the President, has been tied to a case of Chekhovskaya organized criminal group. RBC reports that shortly before his dismissal, the Federal Security Service had carried out searches in the legal department of a subdivision of the Directorate (a military base #52583 located in Moscow region’s military town of Chekhov-2). As a result, criminal case into creation of an organized criminal group and participation therein was opened (article 210 of the Criminal Code of the Russian Federation). A short time before, searches had been carried out in the administration of Chekhov. RBC ties the dismissal to the investigative activities.

According to the portal, contract related to the land’s survey was tied with Geometr company in 2010. With that, Geometr had no access to these works. The web site of the government procurement has no information on this purchase. Nevertheless, according to the portal, Geometr received 8 million rubles ($122 thousand) for works. As a result, the land went to a neighboring settlement of Talalikhino. Suburban settlement Lesnoye Ozero, as well as a liqueur and spirits factory, stores and soap-producing enterprise appeared on the land property.

A certain secret witness is reported to have testified against a swindling scheme related to the exit of participants from state property - in cooperation with the local officials.
Members of the organized criminal group transferred the land properties into categories of manufacturing industry. They arranged suburban settlements on these lands. After that, the land was sold at market. Former head of Chekhov Sergey Yudin and his predecessor Anatoly Chibeskov - who are now under house arrest and testify in the case - are reported to be involved in the case. In early 2019, 6 former and current employees of Chekhov administration, Rosreestr (Federal Service for State Registration, Cadastre and Cartography) and a municipal unitary enterprise Chekhovskoye kadastrovoye byuro were detained.
‘Authoritative’ businessman Nikolay Pavlinov is considered the leader of Chekhovskaya organized criminal group. At the present time, he is under investigation in a case into theft of state property worth of 11 billion rubles ($170 million).
Former head of the finance department of the Main Directorate of Special Programs of the President Andrey Kudryashov was found dead the day before.
