Oleg Deripaska was honored with this title in 2000 when he was chairman of the board of directors of Russian Aluminum.

The Council of Deputies of Sayanogorsk in Khakassia has deprived honorary residents of the city, one of which is businessman Oleg Deripaska, of some of the privileges. The budget does not cope with these obligations, Interfax reports.

Sergey Borisov, the deputy head of Sayanogorsk for housing and public utilities and transport, explained that if the share of subsidies in the municipal budget exceeds 20 percent, then the authorities are not allowed to spend money on third-party goals. Since 2019, the city falls into this category.

“This measure is forced, no one has any goal to insult our honorary citizens. I think that when the situation changes, we can return to this issue,” said Borisov.

Now, honorary residents of Sayanogorsk can travel free of charge in public transport and not pay for utility services.
