According to available information, the victim is a perm businessman Rafis Valeev, who was the director of the travel company Ohotnik, which specializes in river cruises.

Victoria is considered to be a company, controlled by the famous Permian shipper that in 90s, according to media reports, was known as the crime boss Mikhail Kanadsky.
