Violations in construction of Bryansk perinatal center, where 11 children died, found
As it was discovered during the investigation of Transparency International, violations were committed literally at all stages of the construction.
International organization for fight against corruption Transparency International during an investigation, discovered that violations were committed at each stage of construction and putting into operation of perinatal center in the Bryansk region.
Thus, the deadline of the center’s opening was broken. Two weeks before its opening the territorial authority of Roszdravnadzor across the Bryansk region issued an instruction to the regional department of construction and architecture on elimination of defects in construction and periods of commissioning. The department appealed against claims of Roszdravnadzor.
During judicial proceedings it was established that actually neither the builder, nor the regional authorities exercised control of construction of the facility. The state construction supervision was also irregular.
It is remarkable that SKF Komfort JSC, which owner is deputy of the Bryansk region duma Vladimir Dranikov was a contractor. As authors of the investigation mark, this was the reason of absence of claims from the regional authorities to the performer of the government contract and ‘surprising speed’ of receiving permissions on activities of the center.
Besides, the perinatal center in Bryansk received the sanitary and epidemiologic decision of Rospotrebnadzor next day after commissioning. At the same time, as it is said on the website of the department the procedure lasts 30 days. The center was handed on March 1, 2017, the inference was given on March 2, and the building of the center was transferred to State Clinical Hospital № 1 only on March 3, which is confirmed by an extract from the Unified state register of the real estate.
To recall, earlier it was reported that 11 newborn children died in the perinatal center. According to protocols of the autopsy, all babies were infected with intrahospital infections of Acinotobacter baumanni and Candida albicans. Besides, one of the children was infected with fungal flora, perhaps, the same type. In this connection, operation of center was paused for more than a month – from June 9 to July 4. According to the official version, the closing was caused by the need of check of the ventilation system.
Nevertheless, the Investigative Committee initiated a criminal case over death of the babies under part 3 of Art. 293 of the Criminal Code of the Russian Federation (Negligence which entailed death of two and more persons on imprudence). As investigators clarified, children died during the period from March 8 to June 1, 2017.
