Video recording of tortures in Yaroslavl colony stolen by inmates

The video recording of tortures of an inmate in Yaroslavl colony №1 was stolen by one of the inmates as a result of an inadequate storage. This was reported by the sub-head of the Federal Penal Correction Service Anatoly Rydy during the Human Rights Council meeting.
The fact that the video was published in the media was welcomed by him., because tortures occur in prisons, and it is necessary to fight it.
“Tortures in the colony were learned only because the administration insisted on the work of dashcams. The director’s order was done, and the dashcam’s records were kept. Then, they violated the conditions of storage: they did not keep it properly, and the recording was stolen by one of the inmates.” Anatoly Rydy described the situation.
The explosive video of tortures of the inmate of IK-1colony Evgeny Makarov by the prison staff was published by Novaya Gazeta on July 20. It is seen from the video that several people (according to human rights activists - 18) manhandle the inmate with batons and buckets of water are thrown over him.
Shortly after the explosive video was published, the Investigative Committee of Russia opened a criminal case related to exceeding official authority with the use of force (item 3A of article 286 of the Criminal Code of the Russian Federation). However, it was found out that the video recorded in July, 2017 was examined by the Investigative Committee a year ago and recognized that the exceeding official authority with the use of force was lawful.
Then, the special investigations revealed some instances of tortures in Russian prisons, and another video recording of torture in this colony was published in the media. The Federal Penal Correction Service launched the all-Russian examination. Its results are going to be announced on October 1. In Anatoly Rydy’s words, if there is ample evidence of exceeding official authority with the use of force found during inspections, these materials are to be sent to law enforcement authorities in a mandatory manner.
Today, it was reported that in Yaroslavl, another criminal case was launched due to the fact that an inmate Evgeny Makarov was manhandled - this time because of the incident n December, 2017.
