Two EMERCOM officials accused of negligence and embezzlement in Zimnyaya Vishnya case
The defendants in the case are head of the regional Ministry of Emergency Situations Main Directorate and head of one of the Ministry departments.
The Investigative Committee has presented formal charges against Head of the Ministry of Emergency Situations Main Directorate in the Kemerovo region Aleksandr Mamontov and Head of the Department for Supervision of Activities and Preventive Work of the cities of Kemerovo, Berezovsky and Kemerovo district Grigory Terentyev. This was announced by the Ministry’s press service on Saturday, May 26.
According to the ICR, Mamontov and Terentyev deliberately did not conduct security checks at the Zimnyaya Vishnya mall in 2017-2018. In particular, March 18, 2018, according to the legislation, the EMERCOM officers had to inspect the mall, but this was not done. At the same time, it is noted that Mamontov and Terentyev were well aware of the need for this inspection.
Moreover, Mamontov is charged with 1.8-million-ruble ($24,114) embezzlement. The investigation believes that the official used his official position and engaged unidentified persons as accomplices.
Now the ICR intends to file an application with the court for the conclusion of both defendants in custody.
Major general Igor Vasiliev, Head of the Engineering Support Service of the Federal Protection Service (FPS), and lieutenant general Ulitin subordinate to him are currently in the middle of a scandal. However, it is unlikely that they lose their posts. Reportedly, the two generals are just the tip of the huge corruption iceberg in the law enforcement structures. This is not the first embezzlement episode in their careers.
