Telegram founder Durov: Russia is the only country to blame us for failure to provide encryption keys

In the summer, the Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor) threatened to block Telegram in Russia due to its reluctance to be included in the register of information dissemination organizers.

Founder of the Telegram messenger development team Pavel Durov called Russia the only state that took tough measures against the messenger's administration for refusing to provide keys to decrypt personal correspondence of users.

In his post Durov mentioned accusations that Telegram allegedly ignores requests from Russian authorities, but cooperates with the authorities, for example, Indonesia. "This is not true: the level of cooperation between Telegram and the authorities does not depend on jurisdiction, and everywhere it is built on the same principles. Unlike Russian counterparts, Indonesian government services did not require to provide access to personal correspondence," he stressed.

According to Durov, in all countries Telegram considers "requests for the removal of publicly available illegal content containing terrorism propaganda, child pornography, etc.", however, they do not deliver personal data of users to anyone.

Durov noted, "a significant proportion of the Telegram audience are living in more conservative countries than Russia", but "only in Russia Telegram was fined for failure to provide encryption keys." There were no other precedents of this kind for four years of the company's activity.

In the summer, Roskomnadzor threatened to block Telegram in Russia due to its reluctance to be included in the register of information dissemination organizers. Telegram allowed the messenger to be entered into the registry, refusing to provide the FSB with the keys to decrypt the messages. In October, Moscow magistrate's court judge Yulia Danilchik fined ($13.900) the messenger's administration for this refusal. After that, Durov began his cooperation with the Agora lawyers to appeal the decision.
