2018 faced series of brutal massacres committed by minors and young people - rape and brutal murder of a multi-child mother in the village of Psebay, a massacre at the Kerch Polytechnic College, the killing of the mother of two, etc. The CrimeRussia recalls the victims of inhuman cruelty, which became a trend among young people in the past year.

Teenage cruelty has always existed. As a result, every year those who are usually weaker or socially vulnerable - animals, schoolchildren, the disabled or homeless - are killed. In 2018, Russia was overwhelmed by a wave of high-profile attacks and murders committed by teenagers.

By the autumn of this year, the problem became so acute that representatives of the Liberal Democratic Party of Russia took the initiative to lower the age of criminal responsibility for grave articles to 12 years.

“The age of hooligans is steadily decreasing, young guys are now well-educated and, knowing about their impunity, sometimes they commit the most brutal crimes, up to murder,” the LDPR’s press service’s meaning of the draft law, which is to be submitted to the State Duma by deputy Ivan Sukharev, explained. In particular, the party of Vladimir Zhirinovsky intends to introduce criminal liability for the brutal murder, sexual violence, and terrorism.

Minors in Russia are criminally liable from the age of 16, and for serious crimes – from 14 years. According to the Art. 87 of the Criminal Code of the Russian Federation, minors are persons who have not attained the age of 18 years. Persons who have reached the age of 14 are criminalized for Murder (Article 105 of the Criminal Code of the Russian Federation), Intentional Infliction of Grievous Bodily Harm (Article 111 of the Criminal Code of the Russian Federation), Intentional Infliction of Moderate Bodily Harm (Article 112 of the Criminal Code of the Russian Federation), Kidnapping (Article 126 of the Criminal Code), Rape (Article 131 of the Criminal Code of the Russian Federation), Sexual Assault (Article 132 of the Criminal Code of the Russian Federation), Theft (Article 158), robbery (Article 161 of the Criminal Code of the Russian Federation), Robbery (Art. 162 of the Criminal Code), Extortion (Article 163) and other types of crimes. Persons who have not attained the age of 14 at the time of the commission of the crime are not held criminally liable, since the legislature believes that at that ages a person is not able to recognize the consequences of his actions. However, when committing socially dangerous acts or malicious and systematic violation of the rules of social behavior, children aged 11 to 14 years old can be placed in a special educational institution. When dealing with crimes committed by adolescents, a number of special rules apply - age is a mitigating circumstance, restriction of liberty cannot be imposed when committing crimes for the first time; convicted persons aged 14–16 do not get terms above 6 years, and persons under the age of 16 years - terms above 10 years are appointed only for particularly serious crimes.

Against the background of a multitude of crimes, whose victims account for dozens of people, the official statistics of law enforcement agencies on juvenile crime are surprisingly optimistic.

Even after fourth-year student Vladislav Roslyakov arranged shooting at the Kerch Polytechnic College and killed 21 people, it was found out that over the past ten years, the crime rate among teenagers in Russia has decreased almost three times. According to the Interior Ministry, law enforcement agencies identified 29.397 juvenile offenders (the Prosecutor General’s Office counted 241.463 from January to August), while in 2008 for the same period this figure was 84.098 people. And according to some experts, there is something to be proud of.

Thus, Sergey Vostretsov, the member of the State Duma Committee on Labor and Social Policy, is confident that today's young people reacted to “social changes and the improvement of the moral climate in the country and the emergence of new spiritual guidelines after the false values of the 90s.” “Also, parents grow up children more attentive,” the deputy summed up, noting that a massacre in Kerch is “an exception to the rules that does not indicate global negative processes.”

The ex-president of the Russian Criminological Association retired police colonel Igor Sundiev, suggested that “the decline in juvenile delinquency is associated primarily with the improved economic situation in the country, the increasing financial situation, and the preventive work among young people."

Where do these people live? Moreover, the law enforcement authorities chose not to disclose the percentage of serious crimes and the total number of victims.

There are various reasons - property issues, atrocities motivated by sexual violence and jealousy, and several crimes committed under the impression of Columbine School shooting.

The massacre at the Columbine School took place on April 20, 1999 in Jefferson County, Colorado. Two students, Eric Harris and Dylon Klebold killed 13 people (12 students and one teacher), and wounded twenty-three more with the use of small arms and improvised explosive devices, then committed suicide. The tragedy got a wide response in the United States and around the world and caused a debate about the need to tighten control over firearms turnover, and also served as a pretext for tightening security systems in US schools and control over children's access to Internet and video games. In addition, the massacre in Colorado spawned the subculture of the so-called Columbineers and affected a number of averted plots with a view to mass murder and several real attacks on US schools with casualties in subsequent years.

In Russia, the year 2018 began with several similar attacks on educational institutions, as a result of which no one died just by luck.

On January 15, senior pupils Lev Bidzhakov and Alexander Buslidze broke into the labor office of the secondary school No. 127 of the city of Perm and began to inflict stab wounds to 4th-grade students, who held a lesson. Fifteen people were injured, including the attackers, who tried to kill each other. Subsequently, there were references to the Columbine massacre on Bidzhakov’s page on VKontakte, but the press secretary of the Russian president, Dmitry Peskov, called the situation in the Perm school “an internal stabbing between students.” However, on December 18, one of the attackers was sentenced to 9 years and eight months in prison.

On January 19, 2018, two students of the 9th grade attacked the 7th-grade pupil, in which the Russian language lesson took place. The attacker threw an incendiary bottle into the classroom (according to some information, he had two accomplices, but he was alone in the dock at the trial that began on December 18) and inflicted wounds with the ax. Two students were seriously injured. Columbine attack trace found on his VK page, but he was recognized insane.

Also, on February 2, a seventh-grader hit his classmate with a kitchen knife. A few weeks later, on March 21, 2018, an armed attack took place at a school in the Kurgan city of Shadrinsk. A pupil of 7th grade wounded seven classmates from a traumatic gun during a lesson. Fortunately, schoolchildren got bruises and abrasions. A cousin and a classmate took part in the incident on the side of the gunman; they had knives with them. Administrative cases were initiated against them. Later, the Shadrinsk Commission on Juvenile Affairs petitioned to place all three girls in a special closed educational institution, on August 8, the instigator was placed there for two years.

On April 18, 2018, a 17-year-old pupil of correctional class Artem Tagirov attacked school No. 1 located in the Bashkir city of Sterlitamak. It is known that earlier he was harassed by schoolchildren. The teenager armed with a knife broke into the school managed to injure two students and an IT teacher, set the office on fire and tried to commit suicide. He was also a fan of Columbine, as well as an adherent of fascist views. Also, during the investigation, it turned out that many of the participants in the attacks were addicted to computer games, the essence of which boils down to the destruction of opponents.

A Moscow schoolboy, Alexey M., was also a fan of such games. On April 30, 2018, a student of the Gorkiy State University of Oil and Gas stabbed 21-year-old Daria Evdokimova to death with a kitchen knife in the Moscow area Kuzminki. A 15-year-old teenager planned the murder for the lucrative reason, waiting for the girl at the ATM when she cashed 40 thousand rubles. After that, he approached her, beat and stabbed ten times in the chest, neck, and head, but he didn’t have time to pick up her bag with money - the passer-by frightened him off. But he managed to take the cell phone of the deceased, thanks to which the police found him almost immediately. The police found him playing his favorite game. Later, he confessed, saying that he wanted to simulate the plot of a computer game “in real life.”

On May 6, in the village of Sazhino, a 15-year-old teenager (it is reported that his sister was aware of his plans) brutally killed his step-mother and grandmother, having learned that he and his sister had been growing up by the foster family. At the same time, the teenager sawed a deposit box safe with the grinder, having stolen money and valuables for 368 thousand rubles and hijacked the car of the killed mother, drove away ramming two parked vehicles.

Natalia Dmitriyeva, the 40-year-old mother of five children, was killed by 16-year-old Maxim Bondarenko and 20-year-old Savely Nikiforov in the Psebay village of Kuban; they did not need money from a woman - on the night of May 13-14 they were only interested in sex. Having reached the woman after leaving the cafe, where she rested with her friend, they brutally raped and killed the woman 50 meters away from her house. According to doctors, they found Natalia practically naked, with a ripped belly. During the medical examination, it turned out that the killers had stuck a stick in her vagina, tore a mouth, stabbed her face with a knife, broke her skull with a stone, hit her head 19 times and cut off her ear. The suspects were detained that night. Savely was found sleeping not far from the brutally murdered Natalia. He was deranged, poorly understood what had happened.

Initially, the investigators did not show off the brutal nature of the murder, the regional ICR website reported that the woman was strangled, but it was recommended to bury her in a closed coffin. The police persistently recommended this, fearing for unrest in the village. However, after the gathering, which was held by residents of a small town, they decided to bury the woman in an open coffin. Hundreds of people gathered for her funeral.

Shortly after the terrible murder, Pavel Zharkov, the head of Psebay, left his post; a special commission of the central apparatus of the Ministry of Internal Affairs, as well as the assistant to chairman of the ICR Alexander Bastrykin, was sent to the village. Soon a rumor spread in the town that Natalia was killed by a whole gang of teenage majors, and there were 4 of them. However, only two of them got extended arrest till May 23, 2019, and another one did not appear at the court hearing, having turned off his mobile phone.

On May 21, 2018, three St. Petersburg teenagers beat homeless men and women to death at the Korabel Stadium. On December 20, the Kirovsky District Court of the Northern Capital handed down sentences to them, which partly confirm the opinion of the LDPR deputies, who claim that the main point of the juvenile delinquency is impunity or the ability to easily get rid of the punishment. Ilya Fedorov got three years of a general regime colony, and minors Dmitry Yuganov and Dmitry Kiselev received 7 and three years of an educational settlement for teenagers, respectively, for the murder of two people.

The cruel murder that shook Moscow was committed by three sisters - Angelina, Kristina and Maria Khachaturyans (19, 18 and 17 years old) – they killed their father Mikhail Khachaturyan on July 27. Girls inflicted at least 36 knife wounds, immediately confessed to the crime accusing the tyrant father of moral and sexual violence that was committed for many years, as a result of which one of the girls even tried to commit suicide. Soon the Investigation Committee found out that the murder of Mikhail Khachaturyan was not spontaneous - the daughters were preparing it in advance. The portrait of the deceased, in the words of people who knew him, also looked very ambiguous. Neighbors said that he was abrupt and rude and repeatedly threatened them with weapons during domestic conflicts, and also sold drugs (according to Mash, investigators found 2 kg of heroin in his Audi Q7). According to them, he openly scoffed at his daughters, forbidding them not only meetings with friends, but also going to school and often beat them. Also, they said that he was close to the representatives of the criminals. It was useless to complain to the police, as Khachaturyan had ties there, although the Altufyevsky MIA did not confirm a single complaint against the victim. Friends and relatives of Khachaturyan, on the contrary, called him a very pious man with poor health, who loved his children very much. On September 27, the court released the girls from the SIZO; they were under arrest for two months. On December 26, the Basmanny Court extended a measure of restraint in the form of a ban on certain actions until March 28. Khachaturyan adult sister face up to 20 years of imprisonment, the youngest, who at the time of the commission was declared insane - up to 10 years.

On August 9, 2018, the murder of 20-year-old Dmitry Rudakov shocked the citizens of the town of Berezovsky, Sverdlovsk region. Four guys, 14–16 years old and a 13-year-old girl, invited their acquaintance to drink beer in a deserted place, forced him to undress, peed on him and brutally beat. One of the juvenile murderers began to jump on Dmitry Rudakov’s head until he had gone. Rudakov died from traumatic brain injury.

The 13-year-old girl did not take part in the beating. However, she filmed what was happening on the phone and incited her friends. Also, she told about the murder in personal correspondence. As reported by Znak.com, the girl who called herself ‘Rainbow Princess’ on the social network even first posted the footage of the murder on the Internet, but then deleted the video. However, those who managed to see it told that it was clear that the boy's eyes lunged from the eye pits, and the Rainbow Princess laughed and burned them with a cigarette. However, this information was not officially confirmed. The justice was soft. Three suspects were arrested immediately, two of them were released under house arrest, they were awaiting trial, and the teenage girl who was shooting the video was left free. On December 14, the court sent her to a closed special institution for a year and a half, causing outrage of many residents of Berezovsky.

A 12-year-old girl, who escaped from her home in Sochi, helped her friend to kill, dismember, and partially eat her friend on October 3 in Novinki village of the Leningrad region, was placed in a psychiatric hospital in St. Petersburg, the SPB Diary reports.

The very resonant and mass atrocity of 2018 shocked Russia on October 17. 18-year-old fourth-year college student Vladislav Roslyakov came to the institution with a pump pistol and homemade bombs that he bought legally and arranged shooting and explosions, after which he committed suicide. He killed 20 people; another 68 were injured. The ICR initiated a criminal case over a Terrorist Act (Article 205 of the Criminal Code of the Russian Federation) but re-qualified the article for Murder (part 2 of Article 105 of the Criminal Code of the Russian Federation). During the investigation, it turned out that Roslyakov had been preparing for “new Columbine” for almost two years; shortly before the slaughter, he watched videos with attacks on schools, legally acquired 150 cartridges with a local hunting store, and also developed plan how to enter the building with weapons and ammunition. According to friends of the Kerch shooter” Roslyakov spoke positively about the teenagers who committed the massacre at the US school Columbine. The choice of weapons, Roslyakov's clothes, and even suicide in the library are entirely identical to the US tragedy in Colorado.

It is known that a fourth-year student who grew up with his mother among the members of the Jehovah's Witnesses liked brutal computer games, and he used a photo of Dylann Roof, who shot nine African Americans in June 2015 in the Church of Charleston as an userpic in the Steam game service. Roslyakov also discussed with his friends how he hates classmates and fellow students and would like to kill them all. On his last day, he realized his terrible plans, shooting and blowing up students and college teachers.

After the massacre in Kerch, the authorities could not just ignore the youth trend. Shortly after the tragedy, Vladimir Putin’s decree instructed Rosgvardiya to strengthen control over the distribution of weapons, and the President signed a law providing for the possibility of blocking websites with information encouraging children to commit life-threatening unlawful acts, which means that the sites about the criminal subculture AUE and various Columbine communities will immediately enter the registry of prohibited resources. 

The vigilant regional authorities took a number of preventive measures banning concerts of musical groups, the texts of which cover incitement to violence and suicide (Husky, IC3PEAK and Friendzona) and deleting suspicious communities in social networks.    

On December 8, the disfigured body of Anastasia Orlova, a 28-year-old mother of two children (the limbs of a woman were eaten by wild animals), was discovered in the forest belt near Millerovo in the Rostov region. The woman disappeared three days before. On suspicion of the murder, two teenagers were soon arrested: 15-year-old Ivan P. and 16-year-old Maxim M. The Millerovsky inter-district investigation department of the ICR in the Rostov region initiated a criminal case under part 1 of Art. 105 of the Criminal Code (Murder) and Art. 30 and Art. 131 of the Criminal Code of the Russian Federation (Attempted Rape). Both turned out to be students of the Millerovsky Cossack Cadet Professional Technical School. On the day of the murder and subsequent detention, they went to their school. During the investigation, it turned out that both had no luck with the girls and they wanted the same thing as the murderer of Natalia Dmitrieva in Psebay a few months earlier.

The 15 and 17-year-old suspects in the murder of a seventh-grader in Siberian Nizhneudinsk, whose body was found on December 14 after eight days of searching were interested in her cash and mobile phone - the investigation establishes the details. Two 17-year-old Dagestanis, who were detained on December 3 on suspicion of murder and robbery of a 71-year-old pensioner’s own house in Novokayakent, confessed to another murder during interrogation - robbing of a 63-year-old woman from Izberbash. The suspect in the killing of a 41-year-old resident of Kursk, a 17-year-old guy, killed the victim on the night of December 22.

On December 23, the body of 16-year-old Russian vice-champion in swimming among juniors Safia A. On the instructions of Head of the Investigative Committee Alexander Bastrykin, the case of her murder was transferred to the central office of the ICR; The suspect has already confessed, explaining that he killed his girlfriend out of jealousy. On December 24, 2018, the teenagers cruelly kicked a 16-year-old girl from Sysert right at the birthday party of her friend as the deceased tried to wake one of them.

What are the roots of this teenage cruelty?

According to Moscow psychologist Olga Karpova, when a teenager feels otiose, when he/she is lost, he/she becomes dangerous for himself or others, especially in our time, when the parents of teenagers are wholly engaged in the earnings.

Andrey Berezantsev, the professor of psychiatry, also believes that children commit crimes without fear because they feel themselves unpunished. They understand that they most likely will avoid imprisonment; the police will not shoot them. Cruel teenagers do not face any obstacles.

Lead researcher at the Institute of Sociology of the Russian Academy of Sciences Leonty Byzov believes that the growth of adolescent aggression is directly related to the increase in the level of aggression in Russian society, which has now reached a critical scale. The adolescent antisocial behavior specialist, HSE head, academic RAO Arthur Rean agrees with him. He says that if changes in society are such that success is achieved by one who rolls over on, then the youth thinks that they have acted the same way. Otherwise, they will fail. In other words, the youth infects the sick society.
