Administrative cases were instituted after Ulyanovsk residents expressed their opinion on the former head of their region in obscene form.

On the complaint of former Governor of the Ulyanovsk region and acting State Duma deputy from the United Russia Vladimir Shamanov over humiliation of his dignity in the social network, two residents of Ulyanovsk have been brought to administrative responsibility. This is reported on the website of the regional Prosecutor's Office.

In his address, Shamanov said that in August this year, unreliable information about him was published in one of the social networks. The message said that Shamanov might one again take the post of head of the Ulyanovsk region with the support of a certain political party. Commenting on this information, two residents of the region “humiliated the honor and dignity of the applicant.” One of the users accused the parliamentarian of frauds; a certain woman left a comment, in which she expressed her opinion about the general in obscene form.

As a result of a prosecutor's investigation, administrative cases of “humiliation of dignity in obscene form” have been initiated against the users. They face fines from 1 to 3 thousand rubles.

Vladimir Shamanov heads State Duma Defense Committee. In 2000-2004, he was governor of the Ulyanovsk region. The general participated in both Chechen companies. Human rights activists have repeatedly stated that his operations were accompanied by violations of human rights.
