The inspector left the patrol car at the entrance to the parking lot of the registration and examination department of the State Traffic Safety Inspectorate. His boss re-parked the car, and the subordinate reported that it was hijacked, and demanded to issue a certificate.

The Sevastopol deputy commander of the State Traffic Safety Inspectorate beat the subordinate for improper parking of a service car, the press service of the Investigative Committee said. A criminal case has been initiated over Exceeding Official Powers (item (a), part 3 of Article 286 of the Criminal Code of the Russian Federation).

The incident occurred on May 12, 2018. The inspector left the patrol car at the entrance to the parking lot of the registration and examination department of the State Traffic Safety Inspectorate. His boss re-parked the car, and the subordinate reported that it was hijacked, and demanded to issue a certificate. When he refused, the policeman beat him.

The fight hit the video. On the shots, the deputy commander pinned him down inflicting several blows with his hands and feet. He also kicked his colleague. At the same time, he repeated many times: "Give me your ID!" The footage is attached to the case file.

Excess of official powers of the deputy commander was revealed by the security service of the Ministry of Internal Affairs in Sevastopol within the framework of an official check.

As a result of the beating, the inspector received a concussion and a closed craniocerebral injury.
