The Rostov Region has just survived a loud dismissal of Governor on fight against corruption Sergey Zhukov and now one more surprising personnel decision of Vasily Golubev appeared. The Governor appointed his deputy already dismissed earlier with scandal and upon the demand of the Presidential Administration Victor Goncharov. He took position of retired on the eve Vyacheslav Vasilenko. Unexpectedly the official will supervise agricultural industry and environmental issues.
In 2013 scandal burst on elections to the General Court of the region. The commission of the Russian Central Election Commission found the gross violations of the elective legislation as a result of which representatives of the party in power won. The LDPR Party leader Vladimir Zhirinovsky provoked trial and following the results a part of regional officials lost their positions, among them there was also a deputy governor Victor Goncharov. Vyacheslav Volodin, at that time the member of Presidential Administration, and nowadays the Speaker of the State Duma of the Russian Federation became the initiator of his resignation.
At the beginning of 2014 Victor Goncharov dismissed from the Deputy Governor's post, according to media controlled by the regional administration, to please Moscow, but not for the fact that he personally supervised elections to General Court of the region. Allegedly fair official fell a victim of political arbitrary behavior. However, according to the CrimeRussia source, it is not quite true.

The truth is that sale of Deputy places in the region was in progress. The price - about 30 million rubles. At the same time there were cases when the, who were ready to pay even such huge amount, were deceived. Large businessmen were defrauded, but had to remain silent not to spoil their relationships with the regional power.
According to the CrimeRussia’s source Victor Goncharov was convicted of a bribe during direct transfer of a large amount of money from the entrepreneur. However the case did not go further unofficial analyses, the scandal was hushed up. Victor Goncharov – member of family of Governor Vasily Golubev, that’s why the castling was made.
Most likely, using his lever of pressure, the Governor made the decision which suited both the officials and the Presidential Administration - dismissed the deputy. Dismissal did not affect Goncharov's status in the region, as he was a Head of Regional Corporation of Development (RCD) where the main investment flows of the region accumulated and the main founder of which is the regional administration. The corporation was created on a personal initiative of Golubev. According to sources, this organization is nothing else but laundry for washing of the budget millions.

At the moment, media does not have no open information on achievements of RCD except an April interview of Victor Goncharov to newspaper Komsomolskaya Pravda in which he told about certain implementable projects. On direct questions of the correspondent, asking what after all was made, there was no distinct answer.
According to the CrimeRussia’s source, the Governor's family, in particular, his son Alexey Golubev generally uses opportunities of corporation. Other Deputy Governor of the region, Yury Molodchenko, also promotes his interests.
Alexey Vasilyevich Golubev (1982) worked in the TNK-BP Holding company as the head of sales office of light oil products, and today owns a share in producer of wine company JSC Tanais and 50% in wine farm LLC Konstanta – both companies work in the Rostov region, while Konstanta enters the five of the largest wine farms of the region with 80 hectares of vineyards. JSC Tanais possesses winery of the former state farm Donskaya Chasha in Ust-Donetsk district, which was reconstructed in 2012. But, except wine, Tanais also makes bottled water, and in 2015 the company planned to increase the share in the market of bottled water of the Rostov region from 5% to 6,7%.
According to the CrimeRussia’s source Victor Goncharov also has share in the company and on the sidelines it was repeatedly said that with his direct participation two state farms in Ust-Donetsk district ere plundered and privatized by the governor's family for the purpose of capture under control.
