Russian Secretary in Kyrgyzstan responsible for deadly accident was drunk
Shortly after the accident

The scandal surrounding the employee of the Russian diplomatic mission in Bishkek Viktor Pukhov, responsible for killing a person in a car accident, and Deputy Director of Rosneft in Kyrgyzstan Igor Ryasny who was with him, has developed further.

Director of the Center for Medical and Counseling services and Sports Medicine Sagynbek Aytbaev, to which first secretary of the Russian Embassy in Kyrgyzstan Viktor Pukhov turned after the accident, told 24.kg information agency, that the latter was in a drunken state.

Aytbaev noted that Pukhov kept from the doctors the cause of his injuries, saying that he had fallen in the street; he also did not specify his place of employment.

The fatal traffic accident that claimed the life of Mercedes-Benz Sprinter driver, 62-year-old Evgeny Leksin, took place in Bishkek on February 16 on the way to Vasilyevsky path along the road to the Manas airport.

After crossing the intersection at a red light at a high speed, Toyota Land Cruiser Prado crashed into Mercedes-Benz Sprinter. Its driver was hospitalized in serious condition and died in hospital. First secretary of the Russian Embassy in Kyrgyzstan Viktor Pukhov and Deputy Director of Rosneft in Kyrgyzstan Igor Ryasny, who were in the Russian Embassy's car, received injuries and bruises.

According to Interfax, Pukhov was diagnosed with a closed fracture of the pelvis. However, both passengers of the embassy’s SUV has already left Kyrgyzstan – first Ryasny, and then Pukhov, in agreement with the Kyrgyz side.

Meanwhile, Kyrgyz media quoting the Bishkek Central Internal Affairs Directorate report that during the accident, Pukhov was sitting in the passenger seat, while Igor Ryasny was the driver.

The Russian Embassy in Bishkek is checking into the accident. The law enforcement agencies of Kyrgyzstan are also conducting an investigation.

According to Bishkek Central Internal Affairs Directorate, a criminal case under Art. 281 (Violation of safety rules and rules of vehicles operation) was initiated following the accident The Kyrgyz Foreign Ministry has handed a note to the Russian Embassy regarding the need to provide comprehensive assistance to the Kyrgyz law enforcement agencies in the investigation of the incident, including securing the personal presence of the accident participant.

According to Press Secretary of the Russian diplomatic mission in Bishkek Darya Pakhomova, the Embassy contacted the wife of the victim, a Kyrgyz citizen Evgeny Leksin, and offered her financial assistance.
