Police officer Sergey Kadatsky, who shot two people on the route near Taganrog, appeared to be a relative of Deputy Head of the Administration of the Ministry of Internal Affairs for the Rostov Region Vyacheslav Nagosha, a source in law enforcement agencies of the region reported to the CrimeRussia.
