“Police officers could not party that way”: Service and amusements of Vadim Shkabarnya
The Head of the General Administration of the Ministry of Internal Affairs (MIA) of the Russian Federation in the Rostov Region has initiated a service audit of Vadim Shkabarnya, the Lieutenant Colonel of the Taganrog police, that might result in his dismissal due to discrediting circumstances and complete reorganization of the MIA Administration in Taganrog. Shkabarnya, the Deputy Head of the Administration for Economic Security and Combatting the Corruption of the MIA Administration in Taganrog, had been involved into many shady stories, but the final nail in the coffin of his superiors’ patience was a lively dance performed in one of the city hot spots. A well-informed source has shared with the CrimeRussia exclusive information about the service and amusements of the scandalous law enforcement officer.
The majority of high-profile scandals involving police are related either to corruption of abuse of power. A story that occurred in Taganrog a few years ago and leaked to the Internet just recently is an exception from that rule. The CrimeRussia obtained photos showing a police officer, dressed into women’s pants and short top, dancing in Valiano night club surrounded by his colleagues. According to our source, this club is well-known for its extravagant clientele. The above-mentioned party was dedicated to the Police Day; the celebration program included a transvestite-show – which is unusual, to say the least. It can not be ruled out that such costume parties involving law enforcement officers have contributed to the overall degradation of the system that Vladimir Kolokoltsev, the newly-appointed Minister of Internal Affairs of the Russian Federation, had to deal with. This is not only about the culture. A police officer who can’t distinguish what is good and what is bad, is unable to perform his professional duties properly.

The primary task of Vadim Shkabarnya, the Deputy Head of the Administration for Economic Security and Combatting the Corruption, is struggle against economic crimes. The service record of the Lieutenant Colonel includes arrests of officials for bribes varying from 10 to 50 thousand rubles. At the same time, according to the CrimeRussia source, there are persistent rumors that Shkabarnya is racketeering fishery enterprises and construction businesses in the city. Somehow he managed to get away with it until now.
The name of the Lieutenant Colonel was mentioned in criminal news for the first time back in 2014. MK on Don has published an article entitled “Businessmen in uniform” describing an episode when the police officer had come to the office of Vladimir Prasolov, the Mayor of Taganrog, and requested to sign a document to allocate a commercial land lot for his uncle Vladimir Shkabarnya, the former Head of the State Road Traffic Safety Inspectorate in Taganrog. The situation was pretty trivial: there was a conflict between Taganrog Diagnostic Station company and a company belonging to the uncle of the lieutenant colonel. The uncle’s firm was illegally located near the office of the State Road Traffic Safety Inspectorate in Taganrog and wanted to eliminate a competitor from the car diagnostics market. Everything was going fine – except for the death of V.A. Vakulenko, the gatekeeper of the Taganrog Diagnostic Station Limited Liability Company. The brutality of operatives of the Administration for Economic Security and Combatting the Corruption of the Russian MIA Administration for Taganrog during the search and seizure of documents has led to his heart attack that resulted in the death of the pensioner and former policeman.
Vadim Shkabarnya had also allegedly collaborated with Yulia Gasanova, the well-known Taganrog lawyer. Gasanova reportedly appropriated huge amounts of money belonging to residents of the city whom she had promised to provide services related to purchase and sale of real estate. Some time later, the money and promised assets have disappeared. Victims of the lawyer addressed the police for help but with no result – in part, because of efforts taken by Vadim Shkabarnya.
Another episode was related to a complaint filed by Sodruzhestvo (Community) Homeowners Association requesting to check V.A. Borisevich, the head of the company, for possible larceny of a large amount of money from the cash office of the Homeowners Association. Vadim Shkabarnya had assured the complainants several times during the year of 2015 that a criminal case against Borisevich will be initiated and submitted to court – but this never happened. Various circumstances delaying the proceedings had been popping-up on a regular basis, and ultimately the case was closed. Only after an official letter to the President of the Russian Federation from the victims, the criminal case of Borisevich was returned for additional investigation. The suspect had stated many times out of public view that she is a friend of the Lieutenant Colonel Shkabarnya.
A few months ago, a complaint against police officers performing operative actions in Tag-Service Company has been submitted to the Russian MIA General Administration in the Rostov Region. Below is an extract from the complaint:
“The Lieutenant Colonel Shkabarnya asked all the personnel to leave the office, sat down and said that only two persons can settle this issue; he started assuring that lawyers will not be able to assist, and he will make a decision after the negotiations between the above-mentioned persons. It was a true raiding seizure. Although operatives of the Administration for Economic Security and Combatting the Corruption of the Russian MIA Administration in Taganrog, subordinates to Shkabarnya, remained calm, he was behaving outrageously. He was yelling and threatening all the personnel of the company. Who empowered him to behave that way? Can he do whatever he wants? Shkabarnya discredits the police, conspires with people willing to use the police to transfer the management of the apartment buildings from one company to another (Tag-Service was maintaining apartment buildings – the CrimeRussia). During the conversation, Shkabarnya warned me that if I tell anybody about this conversation and mention his name... I ask to protect me from these people,” – the author of the complaint wrote.
Apparently, the author was keeping silence for a long time. Fear is a strong argument, while the lieutenant colonel was a powerful figure. But there are other arguments that are even stronger. The publication of photos from the Police Day party made Shkabarnya so popular that not only himself, but also his colleagues must now answer for their actions. According to the CrimeRussia source, all police officers involved into the transvestite-show will be brought to disciplinary liability. In particular, a drug testing will be performed to detect narcotics possibly used by some Taganrog policemen on a regular basis. Residents of the city believe that police officers could not party that way in sound mind and memory.
