Not only Matrosskaya Tishina: VIP-cells in other Moscow detention centers
Banker and ex-Director General of Spartak Pyotr Chuvilin, convicted for 5-million-dollar swindling, was once a prisoner of such a cell in the Butyrka pre-trial detention center.
After the scandal surrounding the elite ‘rooms’ of Matrosskaya Tishina prisoners, the CrimeRussia decided to tell about similar cells in other pre-trial detention facilities of Moscow and the Moscow region. Previously, our sources shared pictures from the cell of banker and ex-Director General of Spartak Pyotr Chuvilin, convicted for 5-million-dollar swindling in 2016. The picture was taken in the VIP-cell of the Butyrka pre-trial detention center, where the financier was imprisoned.
It shows Chuvilin against the backdrop of a comfortable cell fitted with a TV; overall setting reminds of the elite cells in the Matrosskaya Tishina. Pictures of the latter were made public by REN TV channel. They were taken with a mobile phone, indicating that VIP-prisoners of the Butyrka and the Matrosskaya Tishina are allowed to use them.

Pyotr Chuvilin had been sentenced for 4 years in a general regime colony under Art. 30 and 159 of the Russian Criminal Code (Attempted Swindling). As the investigation found, Chuvilin together with his accomplice – FSB officer Yury Yaroslavtsev – offered banker Yury Kuzmin to resolve the conflict between one of his credit institutions and the Central Bank in exchange for 5 million dollars. At the same time, Chuvilin mentioned his links to the Central Bank employees and Yaroslavtsev’s contacts throughout the FSB special department supervising the banking sector. However, Kuzmin decided to check their connections and found out that the FSB’s financial department knew nothing either about him or Chuvilin. Then the banker complained to the police. Chuvilin was detained when transferring the first payment for services amounting to 1.5 million dollars. Later, Yury Yaroslavtsev was also detained.
In addition, Rosbalt has reported that Chuvilin was the first to testify against Acting Head of the Department T of the MIA General Administration of Economic Security and Anti-Corruption Dmitry Zakharchenko, whose property and cash in the amount of 9 billion rubles ($158.7 million) was seized. The banker used to pay Zakharchenko for protection for several years.
It was previously reported that the deputy head of the Matrosskaya Tishina pre-trial detention center had been dismissed over the scandal surrounding the elite cells in the facility. Several more employees of the detention unit have also been brought to disciplinary responsibility. According to Moskovsky Komsomolets, convicted lawyer and ‘fixer’ Dionisiy Zolotov used to be held in one of the VIP-cells.
