Kadyrov's Foundation engages in charity at state budget expense
The money for construction and "donations" came in government contracts.
The Akhmat Kadyrov's Charitable Foundation built social facilities and donated equipment at the expense of the state budget. The fund's commercial companies received state contracts and corresponding allocations from the budget. According to SPARK, the fund deposited 2.2 billion rubles ($33.2m) on accounts of the fund in 2017, and the organization spent only 154.5 million rubles on charity, Kavkaz.Realii reports.
The press service of the Chechen head refused to comment, and the fund did not respond to calls and letters. The website of the Ministry of Justice dated June 2017 the charitable organization's 2010-2016 incomes. It lacks data on the founders, expenses and account balances, which is against the law.
In 2015, Kommersant wrote that the authorities forcibly deduct about 10% from the salaries of Chechen state employees for the Kadyrov Fund.
