Members of the Parliament from the Town of Baykalsk, the Irkutsk Region, got into fight over state money during an Appropriation Commission meeting on October 31.

Members of the Parliament from the Town of Baykalsk, the Irkutsk Region, got into fight over state money during an Appropriation Commission meeting on October 31.

The fight broke out as one of the members got very aggressive after the Commission refused allocation of additional 1.5 million rubles for the Administration needs, including travelling allowance for its employees, according to the Golos Baykala radio station.

Evgeny Valov, the member of the Parliament, suggested allocating the money for welfare during the discussion. Fedor Larchenko, another member, began swearing at 6 members present there in response and attacked one of them. Mr Valov happened to be the one. He punched him in the face at least 2 times, according to witnesses. Mr Valov tried to defend himself.

The meeting continued once others managed to stop the fight. The Commission officially adopted the decision not to allocate 1.5 million rubles to the Administration despite Mr Larchenko’s efforts to object.

Mr Larchenko attempted a new fight after the meeting, according to Evgeny Valov. Mr Valov asked the Investigative Committee of the Russian Federation to evaluate his behavior from the legal standpoint.

Moreover, he speculated the attack could be explained by the attacker being under influence of drugs.

Moreover, Mr Valov speculated Mr Larchenko could be having issues with law enforcement; the Teplosnabzhenie Heating Company owned by the attacker turned out to have broken multiple labor legislative provisions. The violations facilitated misappropriation of the company’s property and hiring of fake employees.
