Investigative Committee: terrorists use Telegram to mount attack
In battle against Telegram app, statements that the messenger is used by terrorists appeared.
The Investigative Committee of the Russian Federation joined the campaign against the Telegram messenger. The Committee informs that people suspected in ties with the recruiter of a terrorist organization have been detained in St. Petersburg.
"Those who used Telegram to contact the recruiter of the terrorist organization were detained for 48 hours in accordance with Article 91 of the Code of Criminal Procedure," the Committee wrote in its Telegram channel.
The ICR posted a video of the detention on its YouTube channel. The video shows that SOBR employees detained at least seven people in an apartment. In the near future, investigators plan to petition for the arrest of suspects.

Speaker of the Legislative Assembly of St. Petersburg Vyacheslav Makarov said at a briefing on Wednesday that the terrorist attack in the St. Petersburg metro was organized through Telegram. Makarov has sharply criticized the Telegram administration. "Let them look into the eyes of relatives and friends of those killed in the April terrorist attack last year. Let them look into their eyes and listen to what they will say," he said. The speaker noted that earlier the special services pointed out that the organization of the terrorist attack in the St. Petersburg metro was held through Telegram.
Recall the Tagansky District Court of Moscow declared Telegram outlaw in Russia. After that, Roskomnadzor blocked the messenger. The regulator blocked more than 16 million IP addresses of Amazon and Google, the infrastructure of which Telegram uses to bypass blocking. Representatives of about 60 companies applied to the lawyers of the human rights organization Agora seeking support.
The blocking is related to attempts of Roskomnadzor to restrict access to the Telegram messenger, which was included in the register of prohibited websites due to the refusal to hand over the encryption keys to the FSB.
