Ingushetian MIA: torture case defendant arrested and dismissed
Accused of exceeding official powers Magomed Bekov is placed under house arrest.
The Magassky District Court placed Head of the Sunzhensky District Police Department Magomed Bekov under house arrest for 2 months. In addition, as reported by Kommersant, the policeman was removed from office. It is noted that the policeman did not come to the previous session of the court, where the issue of preventive measure was considered, without notifying it of the reason for his absence. Bekov is a figurant of the criminal case of beating and torture at the Center for Combating Extremism of the Ministry of Internal Affairs of Ingushetia (MIA СCE). The criminal case against him was initiated under Art. 286 of the Criminal Code (Exceeding Official Powers).
Recall that in July 2016 in the Ministry of Internal Affairs of Ingushetia during the interrogation upon involvement in a robbery attack on a bank in the village of Sunzha a 50-year-old suspect died. Then it was found out that the employees of the MIA СCE tortured a married couple. From 39-year-old Maryam Dalieva and 50-year-old Magomed Daliev they demanded confessions in robbing the office of Rosselkhozbank. During the forcing interrogation, the man died right in one of the offices of the Center. The death of Daliev was first explained by a heart attack, but later during the investigation it turned out that he was still strangled. According to the investigators, it was the Head of the Sunzhensky District Department of the MIA, Magomed Bekov, who ordered to detain and deliver to the department Magomed Daliev and his wife Maryam "without legal grounds".
Head of the Center for Counteracting Extremism Timur Khamkhoev and his subordinates are charged upon high-profile case. As for Khamkhoev, a criminal case has also been instituted for robbery. According to the lawyer of the victims, Kheda Ibrieva, Magomed Bekov has the same responsibility for what happened, as Timur Khamkhoev. According to her, Daliev's story is not the only one, when the Head of the Sunzhensky District Police Department "rudely violated the law." "Two years ago, Magomed Bekov illegally pursued a human rights activist and oppositionist Magomed Khazbiev, who was thrown into the house by the police during the search, which resulted in a criminal case," she said.
Saburova believes that the Russian authorities violated articles 2 and 5 of the European Convention for the Protection of Human Rights and Fundamental Freedoms, guaranteeing the right to life, as well as the right to freedom and personal inviolability.
