Ingushetia police officers facing torture charges plead not guilty

Almost none of the defendants have been dismissed.

The MIA Directorate in Ingushetia Counter-Terrorist Unit employees and a former FSB Directorate in Ingushetia are suspected of tutoring arrestees. They pleaded not guilty during the first hearing, attorney Andrey Sabinin told Mediazona. He represents victims thanks to the Zona Prava Human Rights Organization’s initiate.

The following people face the charges: Head of Ingush ‘E’ Center Timur Khamkhoev; his deputy Sergey Khandogin; Ingush “E” Center Department Head Andrey Beznosyuk; field officers Alikhan Bekov and Isa Aspiev; Suzhensky District Police Chief Magomed Bekov; former FSB Directorate in Ingushetia Counter-Terrorist Unit employee Mustafa Tsorev. Only the last one was dismissed.

Khamkhoev was accused of violation of Art.s 163, part 3, item ‘b’ (Extortion), 325, part 2 (Theft or Damage of Documents), 161, part 1 (Robbery), 327, part 3 (Forgery), and six counts of violation of Art. 286, part 3, item ‘c’ (Exceeding Official Powers). Khandogin and Magomed Bekov was accused of one count of violation of Art. 286, part 3, item ‘a’ (Exceeding Official Powers) each.

Beznosyuk was accused of two counts of overreach and robbery. Alikhan Bekov was accused of violation of Art. 105, part 1 (Murder) and two counts of overreach. Aspiev was accused of three counts of violation of Art. 286.

Tsorev was accused of extortion, passport theft, and overreach.

Someone attempted assassinating prosecutor Khuseyn Gagiev in Ingushetia several days ago. Gagiev is the state prosecutor in the investigation. The attempted assassination is one of the reasons he asked the judge to toughen house arrest for two defendants.

The defendants have been torturing arrestees since at least 2010, according to investigators. The earlier such case documented in the case file dates back to this year. Arrestee Magomed Doliev died of torture in the Ingush ‘E’ Center in the summer of 2016. Doliev was suspected of having robbed a Rosselkhozbank outlet. The same defendants tortured Doliev’s wife Marem. They would put her head in a plastic bag, tie it with something, and punch her in the face. However, Khamkhoev and his subordinates were arrested only in December 2016.
