Head of MIA’s Oryol District Department comes under investigation for beating detainee
The court refused to deprive the suspect of his position.
A criminal case of abuse of exceeding official powers (para. 3 of Article 286 CCRF) was initiated in Oryol against the police chief of the Dmitrovsky District, Colonel Valery Tikhonov, after a video on which the policeman looking like him beats a detainee was published on the Web, the press service of the regional ICR’s Directorate reports. The investigation asked the court to release the suspect from office, but was refused, Oryolgrad reports.
“The petition was considered on May 23. It has not entered into legal force and can be appealed within the time limits established by law,” the representative of the court said.
Earlier, the Telegram channel Kriminalitet published a video without sound from the CCTV, on which a policeman drags a detainee over the floor, kicks him and threatens to urinate on him. An employee of the Interior Ministry looks like Tikhonov five to seven years ago. The investigators identified the victim’s identity.
The cadets have been found guilty of an Attempt at Murder by a Group of Persons by Previous Concert and for Mercenary Reasons (part 3 of Art. 30, part 2 of Art. 105 of the Russian Criminal Code). They do not plead guilty.
