Government contract for supply of leisure on Syamozero was formed for a single company

According to the publication, Ministry of Economics of the Russian Federation revealed that terms of reference and even completed contract with the supplier of services of June 3, 2016have copied fragments of text, which describes the recreation programs for children of different age groups, from the site. The fact that the text is fully copied from the site is evidenced by repeated grammatical errors. For example, Kommersant, having a copy of Ministry of economic development’s decision, cited in evidence the phrase that children should have received “outdoorsy hiking skills” for "the construction of patents" in the camp. Most likely it means tents, not patents. The same misprint is in the description on the website of the contractor, which offers "the new format of children's and youth recreation" – “adventure camps, based on the concept that put the author's program on the basis of the experience of Russian and international scout camps, training centers, training courses of rangers.” It is also reported that such “format” was in demand "for gifted children and children with disabilities in health, such as children who are in difficult life situations, Olympic reserve of "Youth of Moscow." Let us recall, a tender for a summer camp in Karelia was announced by a metropolitan Social Security Department and its value reached 45.5 million rubles in 2016. Requirements for "eco-ethno-adventure" camp were signed by deputy chief of the Department Tatyana Barsukova. There was written that it is provided “controlled trials (solitude, silence, thirst, etc.)“, aimed at character formation of adolescents" for children aged 14 to 15 years in Syamozero.
In addition, it became clear that the only competitor of LLC Park Hotel “Syamozero” on the public auction, held by Ministry of economic development and trade of the Russian Federation, was “Karelia Open”. The owner and director of both companies is Elena Reshetova. Ministry of Economic Development concluded that the second participant “avoided from supplying of quotations” and “contract was entered with a single party at close to the initial maximum price” (45.3 million rubles). According to the opinion of Ministry of Economy, “Karelia Open” put in an order for auction “without the intention to conclude a contract."
As previously Criminal Russia reported, Shumanov Ilya, the deputy director of the Russian branch of Transparency International, was the first person, who sounded the alarm after the tragedy. He noticed that the public auction could be conducted with violations.
According to the information of the Unified Information System, June 24 Social Security Department refused to perform a contract with LLC Park Hotel “Syamozero”. The decision of repudiation is stated that 207 children entered the camp on 3 June. By June 19, Moscow authorities have acquired 231 of the 924 vouchers covered by the contract for the summer leisure. It is noteworthy that Federal Antimonopoly Service examined Social Security Department’s affairs and irregularities on the tender were not found (as reported the vice-Mayor Leonid Pechatnikov in late June). Office of the Federal Antimonopoly Service сould not comment on the results of examination.
Within a letter from Ministry of Economy to Government of the Russian Federation it is proposed to provide “qualification requirements for suppliers”, when placing government order on public auction, within the "systematic work on federal regulation and control over the sphere of children's activities." According to Kommersant, Ministry of Finance of the Russian Federation, Ministry of Education and Science of the Russian Federation and Ministry of Labour and Social Development of the Russian Federation agreed to consider the relevant bills.
