Fugitive Sverdlovsk region health ex-minister detained by security officials
After a hasty retirement in May 2016 Arkady Belyavsky was hiding, but was detained at the airport of St. Petersburg.
Former Health Minister of the Sverdlovsk region Arkady Belyavsky was detained in St. Petersburg. URA.RU referring to several sources reports that FSB officers detained the ex-official at Pulkovo airport. Subsequently Belyavsky was convoyed to Moscow in Lefortovo pre-trial detention center.
At the moment law enforcement agencies do not give any official comments. Sources also do not specify in the framework of which criminal case Belyavsky was detained.
It should be noted that the law enforcers started to watch the former Health Minister of the Sverdlovsk region immediately after his hasty retirement on May 9, 2016. None of the ministry officials expected Belyavsky's retiral.
"On the Victory Day Arkady Romanovich clearly pronounced that meetings should be arranged the next day, he was scheduling work. However, he did not answer late calls and messages. On May, 10 2016 an official car was even sent for him, but the driver waited for him half a day and returned alone", – one of the high-ranking officials of the ministry recalled.
The ex-minister went abroad. Regional publications reported that first Belyavsky arrived in Israel, and after that he left for Germany.
Some experts regarded the hasty retreat of Belyavsky as a consequence of siloviki’s pressure on the regional authorities, which began in April 2016 with the arrest of Alexey Pyankov, the head of the Ministry of Public Property Administration of the Sverdlovsk region. Others thought that law enforcement officers were interested only in the results of the minister's long-term work. Thus, after the resignation of the head of the Sverdlovsk Ministry of Health investigators conducted a series of interrogations. Testimonies were given by the head physicians, aware of the expenditure of federal money, the repair of hospitals and the purchase of equipment. In addition, in August 2016 the Audit Chamber revealed a leak of public funds during the audit of activities of the Sverdlovsk Ministry of Health between 2012 and 2016. As it turned out, the ministry illegally paid for expensive treatment of VIP clients abroad. At the same time, part of the money went to intermediaries connected with the department.
The Greek Areopagus upheld the decision of the court in Thessaloniki to extradite Russian Alexander Vinnik, who is considered the owner of the BTC-e crypto-exchange. RBC magazine found other of its possible beneficiaries and found out what Vinnik was doing.
