FSB may be allowed to cancel international flights due to threats to national security
The draft decree was proposed by the Ministry of Transport.
The Ministry of Transport is proposing to oblige Rosaviatsia to cancel international flights in the event of "a threat to the security of the Russian Federation" at the request of the FSB, Kommersant reports, citing the decree. The document does not specify what is meant by “threat to security”.
Airlines will be obliged to transmit data on the number and nationality of crew members and passengers, cargo, the schedule and duration of the flight to Rosaviatsia 30 minutes before the departure of an international flight.
If an airline refuses to comply with these requirements twice, Rosaviatsia will deprive it of permission to conduct international flights for a month. After a third violation, there will be a year-long ban.
According to Kommersant sources, the FSB has been seeking the introduction of the rules for three years. The press service of one of the airlines notes that carriers transmit information about their flights to “relevant authorities” anyway.
The draft resolution is currently under public discussion. If approved, it will enter into force in 2020.
