Former head of Ulyanovsk Traffic Police convicted of bribe-taking
The policeman extorted money from a carrier company owner.
The Leninsky District Court of Ulyanovsk sentenced Pavel Ivanushkin, the former head of the Traffic Police Department in the Novospassky District, to four years in a strict regime penal colony and a fine of 1.3 million rubles ($ 20,000) for accepting a bribe of 170,000 rubles ($ 2,600) from the owner of SNAO LLC (para. 5 of Article 290 CCRF). Ivanushkin demanded 260,000 rubles ($ 4,000) for patronage, 73online.ru reports.
Major Ivanushkin demanded money from one of the founders of SNAO, otherwise threatening to create problems for truckers. To prove his words, a few days later one of the trucks was stopped for an overdue certificate of the vehicle’s admission to transportation of dangerous goods; a week later the situation repeated itself.
The businessman gave Ivanushkin 30,000 rubles ($ 465) and called the police. The next transfer of money took place under the operatives’ control, and the notes were pre-marked with a fluorescent substance. The businessman handed over the money in a Lada Granta, which Ivanushkin took from a friend. As soon as the bribe-taker landed the entrepreneur, Ivanushkin was detained.
Vyacheslav Abroskin believes that the influence of criminal leaders extends from control over the collection of money obtained by criminal means to control in the field of energy and natural resources extraction.
