First Russian arrested for disrespect to authorities
A resident of the Novgorod region incorporated an offensive quote from the film to the President.
The Chudovsky District Court of the Novgorod region fined 34-year-old Yuri Kartzhev for 30 thousand rubles for a picture posted on the VKontakte social network page with a quote from the Down House film insulting President Vladimir Putin. Kartzhev published an audio recording of the sentence.
According to the prosecution, the Novgorodian posted two entries “Putin is a fabulous (swear word).” The court ordered the punishment under part 3 of Art. 20.1 of the Administrative Code (Distribution of information that offends the authorities). That is the first penalty on this article, the head of the Agora international human rights group, Pavel Chikov, wrote on his Telegram channel.
In mid-April, Roskomnadzor applied the law of disrespect to the authorities, adopted on March 18 for the first time. The state agency blocked the regional edition 76.ru for the news about the offensive graffiti addressed to Putin. Access to the site was restored after removing the photo.
