Ex-con official drives overturned catamaran on Volga killing 11 people
A total of 16 people were on board the vessel. According to preliminary data, the company was celebrating their friend's birthday.
According to Mash, it was ex-Head of the Kalachevsky district of the Volgograd region Dmitry Khakhalev – previously convicted for shooting, rape and a number of other crimes – who was at the helm of the catamaran, which collided with a barge on the Volga.
The vessel was moving without signal lights. There were no permits for transportation of passengers, who exceeded the permitted limit of 12 passengers. The channel notes that the company was celebrating their friend's birthday. The barge was empty; it was returning from a voyage, when it steamrolled the catamaran. Only five people managed to survive. The shipmaster, as well as two law enforcement officers – Volgograd Road Patrol Service separate battalion company No. 1 Commander Vitaly Negrash and Volgograd State Road Traffic Safety Directorate’s Road Patrol Service separate battalion company No. 2 Commander Aleksandr Alifashkin – died as a result of the accident.
Rescue crew continues working at the site. They have already dredged 11 dead bodies from the water. Three people have been hospitalized, two more have refused medical treatment.
The ICR has initiated a criminal case under part 3 of Art. 263 of the Russian Criminal Code (Violation of the Rules for Traffic Safety and Operation of the Inland Water Transportation Systems) into the accident.
