Everything will burn in a fire chamber. How resignation of Rostov Deputy Governor is connected with a meeting of miners from Gukovo?
Meetings demanding salary in the miner's town of Gukovo of the Rostov Region were not accident. The protest of employees of the Kingkoul company was provoked by decision of ex-Deputy Governor Grebenshchikov to distribute licenses for coal production to everyone. Journalist of the CrimeRussia reports from the scorching heat of the striking Gukovo.
Miners of the Rostov company Kingkoul made a statement at the end of 2016. They require to repay the debt on a salary of 350 million rubles. Workers from the city of Gukovo were going to arrive to Moscow to continue a picket in the capital, and planned to meet deputies of the State Duma. However, as activists declared, the police ruined their plans.
On December 19, 2016, Deputy Governor of the region Aleksander Grebenshchikov declared that miners would be paid by 50 million rubles of a debt until the end of the year. But, already, on Governor of the Rostov region Vasily Golubev signed the decree, which relieved Grebenshchikov of the post.

The official worked at this position since November, 2014. Earlier, was the Deputy Governor, the Minister of Industry and Energy of the Rostov region, headed Regional Tariff Service. In the Government of the Rostov region Alexander Grebenshchikov worked since 2011.
Problems of the miner's town of Gukovo of the Rostov region were not accident. Open protest of the employees of the Kingkoul company requiring from Governor Vasily Golubev to pay their salary was provoked by his, now former, Deputy Grebenshchikov to distribute licenses for coal production to everyone. At the same time nobody thought of consequences, says the source of the CrimeRussia, who visited the scorching heat of the striking Gukovo.
The Kingkoul company came to the Rostov region in 2012 and intended to extract up to 50 percent of all coal on East Donbass. It is known that its owner Vladimir Pozhidayev obtained a credit for the entity through Mikhail Gutseriev, the owner of Russneft, from his nephew Mikail Shishkanov, the co-owner of B&N Bank. All process of investment and receiving of licenses for coal production was supervised by Aleksander Grebenshchikov.
It should be noted that all mining companies of the Rostov region are related to Novocherkassk state district power plant. The main receiver of the energy from the coal extracted in the Rostov region is a state-owned company MRSK-Yuga. The head of the energy company is Boris Borisovich Ebzeev – son of former Head of Karachay-Cherkessia Boris Safarovich Ebzeev.

In his forties Ebzeev Jr. made quite a good career. From 2006 to 2010 he fulfilled duties of the deputy chief executive in the Pension Fund of the Russian Federation (RPF). In November, 2009 in this organization swindlers removed 1,25 billion rubles from accounts of RPF and transferred to the account of a certain LLC Spetstekhprom in Kuban commercial bank. The attempt of plunder managed to be stopped, and within several days the Central Bank officially declared that all 1,25 billion rubles are returned into the account of the Pension Fund of the Russian Federation. Nevertheless criminal case was initiated and already to the middle of 2010 the criminals were found. The last from them was condemned in February, 2012.
Surprising coincidence, but in the heat of scandal with loss of pension means in December, 2009, Ebzeev left RPF. The next two years of his life are not reflected in his biography in any way. In 2012 when everything settled, young Ebzeev becomes the head of the largest energy company of the South. Then the Kingkoul company which miners protest against nonpayments of salaries now also came to the region.
Before coming to the Rostov region, dismissed Deputy Governor of the Rostov region Aleksander Grebenshchikov worked in Karachay-Cherkessia as the Deputy of Boris Ebzeev Sr., at that time the president of the Republic of Karachay-Cherkessia. On surprising coincidence, this official also came to the area right after the juicy scandals in the republic in 2011. At first he was heading the Regional Tariff Service, and since November, 2014 passed to the vice governor's position.
An interesting fact: the largest energy company and the prime vendor of the electric power in the Southern Federal District received a head on behalf of the son of the former president of Karachay-Cherkessia, the former chief of the current Deputy Governor of the Rostov region.
Right after Boris Ebzeev Jr. was appointed junior head of the MRSK-Yuga, Deputy Governor of the Rostov region Grebenshchikov gives to its complete management the largest regional company OJSC DONENERGO, which distributes the energy from the Novocherkassk state district power plant received from coal of East Donbass and, in particular, from the mines managed by the Kingkoul company in Gukovo.
Without going deep into an essence of relations between mining companies and Grebenshchikov, It should be noted that false firms through which money was taken abroad by owner of the Kingkoul company Vladimir Pozhidayev could not pass unnoticed by a vigilant eye of the official as the Novocherkassk state district power plant, which paid coal, is under control of the government of the region. Coal in the region is subsidized, and the government compensates to the companies a difference between stated price for state district power plant in 2500 thousand rubles and the actual cost of production. Besides, there are schemes when high-quality coal is bought and is diluted with conversion products - it allows to remain within purchase prices. Also there is a mass of methods to share with officials – everything will burn in a fire chamber.
From all this it is possible to draw certain conclusions. First, law enforcement agencies should pay attention to the fact that when miners of Gukovo started to require the earned money, Alexander Grebenshchikov was the first who arrived to them demanding them to go back to work. He was the one who was prolonging this situation from the middle of 2013 when delays with payments of salaries appeared and the labor union of miners appealed to him to settle the question.
And secondly, the arrested head of the company Pozhidayev, already shares all information which will allow to draw the corresponding conclusions, relatively both an area management, and appointees on 'warm' places in the energy companies. And current resignation of the vice governor, perhaps, only beginning of criminal history.
