‘Military Skolkovo’. What is this?
The technopolis is to be bankrolled by the Ministry of Defense.
Innovation technopolis Era, an independent organization of the Ministry of Defense, a kind of 'military' version of the Skolkovo Innovation Center, is to be helmed by the President of the Kurchatov Institute Mikhail Kovalchuk, a brother of oligarch Yury Kovalchuk.
As digital paper Znak pens, the construction of the technopolis began in 2017. According to Defense Ministry experts, it is planned to complete construction work in 2020.
Era (stands for "elite of the Russian army") is planned to become a specialized scientific research and production complex with its own laboratories and engineering centers, where products for the Russian defense industry will be developed. The scope of engagement of Era will center around state administration bodies, the Russian Academy of Sciences, scientific and educational organizations (including the Ministry of Defense), enterprises of the defense industry, as well as medium and small business companies.
The forms of cooperation will be determined by agreements concluded between the technopolis and its partners. On the basis of these contracts, enterprises of the defense industry complex will open their representational offices in the territory of the technopolis.
The Ministry of Defense expects new discoveries from the technopolis that will ensure the country's leadership in the military and technical field. The technopolis will be financed by the Ministry of Defense.
As indicated in the department’s documents, "at the expense of and within budget allocations provided for in the federal budget for supporting the activities". That said, the concept reads that in the period from 2019 to 2020, the Technopolis Development Fund will be established, whose task is to attract additional funds for the construction of infrastructure facilities.
The fund will be managed by the supervisory board, which also forms the Ministry of Defense. The military department does not disclose how much money will be allocated from the budget and how much additional funds will be required.
The document says that the development of the technopolis is divided into two stages: the first (from 2017 to 2018) includes the formation of management bodies and personnel, the second (from 2019 to 2020) - the deployment of the offices of defense enterprises, own laboratories and engineering centers of industrial enterprises and state corporations in the technopolis, as well as the creation of the Technopolis Development Fund.
RBC informs that earlier this year Sergey Shoygu presented the maquette of the military innovation technopolis Era to President Vladimir Putin. The main tasks of Era will include developing innovative technologies, reducing the timing of the creation of new weapons, military and special equipment, as well as educating highly qualified personnel for the enterprises of military-industrial complex and military research institutes.
The situation on international markets is worsening because of trade wars and protectionist policies. However, Dmitry Medvedev noted that the Government expects the expansion of the Russian economy until 2024.
