Chechen Prosecutor's Office ordered to eliminate violations in locating Zelimkhan Bakaev
In mid-August, the mother of the Chechen singer Zelimkhan Bakaev told the police that her son had left the house on August 8 and never returned. Later, Bakaev's friends said that the young man was detained in the center of Grozny by Terek special rapid reaction unit.
The Chechen republic's supervisory authority demanded the ICR Main Investigations Directorate to eliminate violations of federal law when conducting pre-investigation check into the disappearance of singer Zelimkhan Bakaev.
The requirement was addressed to the acting head of the ICR Main Investigations Directorate in the Chechen republic.
The prosecutor's office revealed the law violations caused by untimely carrying out of measures, the official message on the website of the Chechen Prosecutor's Office says. Among them, the supervisory authority mentions the information about the singer's possible departure abroad and the failure to question people who can have information about Zelimkhan Bakaev.
In addition, the cooperation with special investigative bodies has not been ensured, the prosecutor's office noted.
It is noteworthy that August 17, Malika, the mother of the singer, who went missing on August 8 in the center of Grozny, appealed to the police department in Grozny with a request to help in the search for her son. Officers of the republic's Internal Affairs department began the search of the missing person.

But then, the message author said he was going abroad, went offline, and turned off his phone. Friends of the singer doubt that he was the one to wrote the message. According to them, Bakaev did not intend to go abroad, especially since he could not leave because of loans. Bakaev had come to Grozny for his sister's wedding and was to return to Moscow. According to Radio Svoboda, the disappearance of Bakaev is connected with State Duma Deputy from Chechnya Adam Delimkhanov.
In late September, the republic's television and radio company Grozny announced that the singer was in Europe, providing a Youtube video as evidence. The video shows the singer telling his friend Islam from Amsterdam about life in Germany, where he had allegedly "moved in mid-August." On the video, he talks about the joys of life in Germany and smokes a hookah. At the same time, the windows in the room are covered, and the video itself is shot by another person, who is out of the shot. However, since the video was published, Bakaev has yet to get in touch with his family and is still not answering his phone. According to Kavkazsky uzel, the singer's friends believe the video was staged, as Bakaev behaved unnaturally in it.
"He has never been into hookah smoking and drinking energy drinks, with which the table in the video is filled. Some of the words he says on the video are not something he would use, although I’ve known him for 10 years. I believe he was forced to do this," Bakaev's friend says.
Meanwhile, as Chechen Minister of National Policy, External Relations, Press, and Information Dzhambulat Umarov said on September 28, the disappearance of the singer "may be associated with a desire to seek publicity" or an attempt to escape from debts.
Umarov said that "hookah smoking refutes any allegations that he is on the territory of the Chechen Republic." Although the hookah was not even lit, according to many. As for the covered windows, the minister suggested that Bakaev "did not want people to see some local landmarks outside the window."
