Bill on Cheburnet, autonomous Runet, passed first reading in State Duma
The bill provides for the possibility of installing technical equipment on communication networks that determine the source of transmitted traffic.
The State Duma adopted in the first reading a bill on the creation of autonomous Runet, reports a correspondent of Rosbalt.
The bill was prepared with due regard to the “aggressive nature” of the US national cyber security strategy adopted in September 2018, the explanatory note says.
The document defines the necessary rules for traffic routing, as well as organizes control over their compliance. It creates an opportunity to minimize the transfer of data Russian users exchange abroad. Cross-border links and traffic exchange points are also defined. Their owners, telecom operators are obliged to ensure the possibility of centralized traffic control in the event of a threat.
The draft law provides for the possibility of installing technical equipment on communication networks that determine the source of transmitted traffic. Such equipment will be able to restrict access to resources with prohibited information not only through network addresses, but also through prohibiting the pass of traffic.
In addition, an infrastructure is being created that makes it possible to ensure the performance of Russian Internet resources in case Russian telecom operators cannot be connected to foreign root Internet servers.
A number of norms introduce the need for regular exercises of government bodies, telecom operators and owners of technological networks to identify threats and develop measures to restore the Runet’s performance.
