Amur Region Governor denies ownership of 100 mln rubles mansion
Connections of the firm, which built the luxury house, lead to the Head of the Amur Region Alexander Kozlov. Yet he does not recognize ownership.
Builders of the luxurious cottage on the bank of the river Zeya, the Amur river tributary, claim it belongs to the Head of the Amur Region Alexander Kozlov. One of the workers held a video tour on the building site with flattering comments about Kozlov.
As one can see, the main work has been completed and decorating of the two-story house and yard is underway: installation of curbs and paving. According the video, there are a fireplace, a swimming pool, a sauna and a large living room with panoramic windows.
According to Life, the house of 15 Ares is located in a picturesque place of the region - 26 kilometers from Blagoveshchensk town. It is outskirts of Prizeyskaya village, which is known as prestigious place among rich locals. There are a lot of modern houses and prestigious holiday hotels.
Commenting on the video, the Governor said that he was living in an apartment, and that such a video “could be made even near a pyramid of Cheops." He added, that this conclusion was made after long discussions (without specifying, with whom). According to Kozlov, the video appeared on the eve of gubernatorial elections, and was a banal fake.

Later, his spokesman Elvira Overchenko rejected information about the fact of Kozlov’s ownership of the house. According to her, the Governor lives in an apartment in Blagoveshchensk, which is listed in his declaration, and the house from the video does not belong to him. In addition, Overchenko spoke about possibility of filling of a lawsuit to the court in connection with the video.
In fact, formally the house really does not belong to the Governor. In December 2015, the house was registered on the Spetspromstroy company (LLC SPS). This company is carrying building works of the house. What is interesting to note: the owner of the company is governor’s namesake – certain Irina Kozlova. The CEO of the Spetspromstroy is former director of the SK Amursky Ugol (Amur coal) Alexander Dashkevich. His predecessor at the SK Amursky Ugol was the Acting Governor of the Region Alexander Kozlov before he was appointed the Minister of Construction, Housing and Utilities. It is noteworthy, that the coal and the building companies are registered in the same city of Raichikhinsk.
However, despite the fact that Spetspromstroy owns the house since 2015, the company's income for the last year was only 2.3 million. The cost of the house is estimated at 100 million rubles.
Alexander Kozlov was appointed the Acting Head of the Amur Region on March 25, 2015. In June of the same year he won the elections with more than half of votes.
Since 2000, he worked at the JSC Amursky Ugol. In 2009, he became the CEO of the company. In 2011, he was appointed the Minister of Construction, Housing and Utilities.
According to Kozlov’s declaration for 2015, his income reached 2 million rubles. His wife’s income was 580 thousand rubles. The couple owns land of 459 sq. m., two apartments of 68 sq. m. and 42 sq. m., and land plot of 120 Ares. The family does not own a car.
