What business do deputies of new convocation State Duma have

Before the first meeting of the State Duma of the seventh convocation, RBC analyzed declarations on the income and biographies of those who came to the lower house of Parliament for the first time, and those who confirmed authority.

On October 5 deputies of the seventh convocation will begin the work, having gathered on the first plenary session. The President of Russia Vladimir Putin will also attend the meeting. Among new members there are businessmen, officials, athletes, astronauts, journalists, deputies of former convocations and new party activists. Less than a half - 219 of 449 elected deputies — newcomers of the State Duma, including 123 recruits — single-mandate deputies of Edinaya Rossiya party. RBC analyzed declarations of incomes, occupation, biography and business activity of those who came to the Lower house of Parliament for the first time, and those who were able to gain a foothold in it for the next 5 years.

The “old” and the “young”

The idea to compensate the predicted low result of the Edinaya Rossiya in the party list at the expense of single-mandate deputies led to unexpected result, the political scientist Ekaterina Shulman noted. According to her, a number of the territories held elections by usual methods therefore the ultrahigh result of the party in power and a distortion in general composition turned out. Single-mandate deputies of Edinaya Rossiya party inflated fraction to the improbable sizes, said an expert.

No wonder therefore that Edinaya Rossiya fraction was updated most of all – by 60% (205 people) – receiving record 343 mandates on elections. Among the oppositional fractions, Fair Russia was the one that more willingly left deputies of the sixth convocation, having accepted in its ranks 30% of new members (seven newcommers, two of whom came from other fractions). The amount of recruits in LDPR constituted 28% (11 people). KPRF was updated for 21% (nine people).

In addition to 218 ex-deputies of the sixth Duma, 9 former deputies from first and second convocations of the State Duma will work in the updated Lower house of the Parliament. Professional composition of the remaining is diverse. Basing on the submitted declarations and the information about candidates it is possible to constitute an average portrait of the deputy beginner.

He is in average 52 years, he came to the State Duma from business (such 61 persons), local or federal executive bodies (57 people) or from local legislature (51 persons). His average earnings in 2015 constituted 16 million rubles, and the average amount of bank account balances — 11 million rubles. It can be calculated in another way: the so-called median income of the deputy (central value: when we calculate conditionally central deputy who is exactly in the middle of the list according to the income — exactly a half of deputies received more than him and the second half – less) — 2,5 million rubles, the median account — 218 thousand rubles.

At the same time it turned out that deputies of the sixth convocation are more provided, than beginners. Here is an average portrait of the deputy veteran - he is 55 years old, his average earnings for 2015 — 30,3 million rubles (median — 5,3 million). Deputy of the sixth Duma has 128,7 million rubles (median value — 1 million rubles) on his bank account. The overall average portrait of a deputy of the new Duma — see the table. Let's mention only that his middle age — 52 years. The youngest deputy Vasily Vlasov (21 years) — was elected on the list of LDPR. The oldest one, who will traditionally open the first plenary meeting of the seventh convocation —the 86-year-old Nobel laureate Zhores Alferov — was elected on the list of KPRF.


Duma elections for the first time in 13 years were held under a mixed system - a half of 450 deputy mandates was distributed between party lists, other half was constituted by winners on 225 single-candidate districts. Among the elected single-mandate deputies, 89 were deputies of the sixth convocation. Also eight old residents sitting at the Parliament from the first convocation stayed in the Duma - Gennady Kulik, Stanislav Govorukhin, Vladimir Zhirinovsky, Gennady Zyuganov, Sergey Reshulsky, Tamara Pletneva, Nikolay Kharitonov, Anatoly Greshnevikov.

Old money and new rich men

Elections, which was for the first time since 2003 carried out under the mixed system - on single-candidate and all-federal districts, - should have, in theory, diversify structure of the State Duma due to inflow of fresh personnel. Single-mandate deputies were the considerable part of large businessmen in the first convocations of the State Duma. They really appeared in the new structure. But former deputy businessmen who were in the lead according to their income in the sixth structure of the State Duma are not going to give up their positions yet.

The top of rating of deputies on the level of the income for 2015 was for the first time occupied by the Edinaya Rossiya party member, businessman from the Arkhangelsk Region Andrey Palkin. His income for 2015, according to the declaration, constituted nearly 1,5 billion rubles. He owns 59 apartments in the Arkhangelsk Region and three — in the Moscow Region, and also about 200 vehicles, most part of which - construction equipment.

However, the Palkin’s case can be considered as a kind of Duma incident. As the Deputy of Regional Duma in April of this year he declared a more modest income — 483 million rubles for 2015. As Palkin has earlier explained to local journalists, 1,5 billion rubles is "total gross turnover of the holding headed by him", and 483 million is his personal income.

As the Deputy, the Director General of the Transparency International Russia Ilya Shumanov noticed, there can not be any turnover of a company in the declaration, it is legally prescribed to indicate only information on income. At the same time he notes - in spite of the fact that under the law the published data on the income of candidates of federal and regional levels is identical, there is a standard trick, which is theoretically allows to publish two different declarations. Responsible electoral commission establishes the amount of data, therefore these data can fluctuate, the expert explains.

Palkin has been engaged in business in the city Kotlas of the Arkhangelsk Region since 1990s – he possess eight companies which are engaged generally in construction of roads and premises. He became famous in the region for construction of inexpensive housing.

In the five of the elected deputies who showed the biggest income in 2015 Palkin is followed by the acting deputies of the Edinaya Rossiya party. Leonid Simanovsky is really rich. He not only earned 909 million rubles for 2015, but also has 3 billion rubles on accounts, and also, according to the Forbes magazine, owns 1,6% of shares of the Novatek company (he took the 87th place in the rating of Forbes "The Richest Businessmen of Russia" in 2016 with a fortune of $0,95 billion). On the third place — Nikolay Bortsov with an income over 799 million rubles. He also took the 144th place in the rating of the Forbes magazine "The Richest Businessmen of Russia" in 2016 (the fortune is estimated in $0,55 billion). The parliamentarian earned this capital on a sale of Lebedyansky plant of PepsiCo corporation. At the same time, by the size of a bank account Bortsov is the champion among deputies, he declared a record 9,6 billion rubles.

Aleksander Skorobogatko, having taken the fourth place in the rating according to the income, showed 745 million rubles in the declaration. In the Forbes’ rating the deputy took the 40th place among the richest Russian businessmen (with a fortune of $2,3 billion). The owner of ABI group of companies Grigory Anikeev who earned slightly less than 600 million rubles in 2015 closes the top-5.

The main contender for a chair of the Chairman of the State Duma Vyacheslav Volodin, who before election was holding a position of the first Deputy Administrator of the Presidential Administration, also got to the twenty of the deputies, who gained the greatest income last year. He earned 87 million rubles in 2015. For comparison: Sergey Naryshkin, who headed the previous convocation of the Duma and was sent to foreign intelligence service, had declared 9 million rubles.

But there is another consistent pattern among new deputies. Some of them had not specified any income in the declaration at all, and Rifat Shaykhutdinov who came back to the Duma as a single-mandate deputy from Civic Platform party declared the smallest nonzero income. He earned 5 thousand rubles in 2015. At the same time he has apartment houses in Moscow of 859 sq.m and in Italy (176 sq.m), a flat in St. Petersburg of 433 sq.m (all in a joint property).

For the first time since 1993 Oksana Dmitriyeva will be absent in the State Duma.  After the conflict with colleagues of the Fair Russia party she had to be elected (unsuccessfully) from the Party of Growth. The Duma also lost one of the key deputies of the sixth convocation — the Chairman of the Constitutional committee Vladimir Pligin (deputy from the fourth convocation). Edinaya Rossiya party members put him in a semi-place in the list of candidates. As a result, the Constitutional committee, one of the most fruitful in the Duma, was combined with the Committee on legislation, headed by Edinaya Rossiya party member Pavel Krasheninnikov. One of his main critics - the oppositional deputy Dmitry Gudkov – was not elected as well.

Profitable parties and gainless businesses

Average earnings of deputies of the Edinaya Rossiya party for 2015 — 25,3 million rubles, deputies of Fair Russia — 22,5 million rubles, LDPR — 17,6 million rubles, KPRF — 13,4 million rubles. The richest member of Fair Russia — Aleksey Chepa (178,6 million rubles). Average values of Fair Russia were seriously corrected by Aleksander Remezkov (income - 158 million rubles), who joined the fraction in the seventh convocation, earlier he was a Edinaya Rossiya party’s member. The three of the richest members of Fair Russia also includes former head coach of the Russian football national team Valery Gazzayev (37 million rubles).

The richest communist —native of around Moscow Klin Vladimir Blotsky, the former top manager of the F.E.S.T managing company. (329,6 million rubles of income and 729 million rubles on bank accounts). Another lucky one - communist, Nobel laureate on physics Zhores Alferov (22,7 million rubles). But it is rather an exception. The most considerable income is still declared by representatives of Edinaya Rossiya, they belong to the ruling class in Russia, political scientist and member of the Supreme Council of the party Dmitry Orlov explained RBC.

A large number of companies, in which a deputy owns shares, does not guarantee him a high income.

The Deputy of the sixth Duma from LDPR, who joined Socialist-Revolutionaries, and was named in the Panama Papers Igor Ananskikh (shares in 19 companies) leads in the number of deputies, who participates in various firms. However he does not enter even the first hundred according to the declared income (4,7 million rubles). Next after him in the list of deputies, who participate in different companies — Ayrat Khayrullin from Edinaya Rossiya. He has shares in 18 firms and hold the fifth position according to declared amount on bank accounts (1,7 billion rubles). Grigory Anikeev from Edinaya Rossiya has 13 shares in different companies and 4,27 billion rubles on accounts. From twenty the most successful (in terms of the income) businessmen of the new structure of the State Duma, almost all (except three from Fair Russia and one from the KPRF) belong to the ruling party.

On the other hand, the most popular types of the business owned by deputies, shows that the majority of businessmen-deputies are not inclined to unnecessary risk. Thus, 59 companies from the list with participation of deputies are engaged in real estate transactions — as a rule, it is delivery of non-residential premises in lease (30 of them). 36 companies specialize in wholesale trade, 26 — in rendering consulting services, 24 companies conduct activities in spheres of retail trade, 23 — are engaged in agricultural activities, 21 companies are engaged in a construction. There are also investment companies, working in spheres of film industry, logistic, educational and tourist, quite a large number (6) works in mass media. Among the most rare businesses — publishing activities, production of medical equipment and printing activities.

Most businessmen are from the Edinaya Rossiya — 62 members have shares in companies. But the largest percentage of businessmen from among the deputies of the faction is in the Fair Russia — 26% (6 of 23). Among United Russia party members this indicator constitutes 18%. Deputies of LDPR own shares in seven companies, KPRF — in four.

Sources of RBC from the fraction explain a high percentage of businessmen among members of the Fair Russia with the fact that the party’s leader Sergey Mironov was interested in attraction to fraction wealthy people, so many of the sixth convocation deputies from Fair Russia were left "in the basket".

There will be new chairman in the new Duma (former speaker Sergey Naryshkin was appointed a head of foreign intelligence service), but first vice speakers will remain as they were (United Russia party member Aleksander Zhukov and communist Ivan Melnikov). The Head of the Committee on safety Irina Yarovaya and a beginner — TV host Pyotr Tolstoy will become vice speakers. In the seventh convocation there will be more women in the management (seven instead of four): in particular, Olga Yepifanova will also be the vice speaker, and the commission on control of reliability of declarations of deputies will be headed by ex-Prosecutor of Crimea Natalya Poklonskaya.

Deputy property

In addition to income and bank accounts, deputies own considerable assets in real estate field. At the same time, as well as in a case with the number of the companies belonging to deputies, the biggest area of houses and apartments not always appears among the richest.

The most spacious apartment is declared by the Deputy from Edinaya Rossiya Joseph Kobzon — 671 sq. m in Moscow. The biggest apartment house (the area of 3181 sq.m in the Moscow region) is specified in data on property of the member of the Fair Russia Gadzhimurad Omarov. The largest amount of parcels of land (54) was specified by the Edinaya Rossiya party member Sergey Petrov. The champion by the number of apartments and vehicles — Andrey Palkin. He possesses 59 apartments in the Arkhangelsk region and 201 vehicles, including lorries and trail cars.

Most favorite car brand among the deputies of new convocation - Mercedes-Benz. Such machines were declared by 93 persons. Toyota cars are on the second place in popularity, declared by 80 deputies, on the third – Lexus (declared by 37 people).

Porsche cars are also pretty popular. Over ten owners of Porsche Cayenne will be in the new Duma. There are also fans of motorcycles: several Edinaya Rossiya party members have Harley-Davidson.

Familiar faces

More athletes and astronauts, than in the sixth convocation came to the seventh Duma. Now there will be 12 prize-winners of the Olympic and Paralympic Games among the deputies - in the sixth Duma, there were two times less. In particular, hockey player Vyacheslav Fetisov, who was earlier working as senator, became a deputy.

Duma lost several actors — opera singer Maria Maksakova-Igenbergs, having lost primaries of Edinaya Rossiya party members, did not stand for election, and actress Maria Kozhevnikova following the results of elections, also failed to enter the Duma. But deputy ranks were joined by TV hosts Pyotr Tolstoy, Oksana Pushkina, Evgeny Revenko, journalist Elena Yampolskaya. There are also eminent directors in the Duma - Stanislav Govorukhin (Edinaya Rossiya) and Vladimir Bortko (KPRF) and famous athletes — Nikolay Valuyev and Svetlana Zhurova. And on recognition Natalya Poklonskaya does not concede, for example, to Alina Kabayeva at all.

In each convocation there should be persons who tell something, not having relations to the real agenda but drawing attention of public, Shulman explains. "In this genre here the deputy Milonov will speak about sex, Yampolskaya — about Stalin, and Tolstoy — about opposition with America and the fifth column" - the political scientist believes. According to her, athletes with recognizable faces and names are always well elected by people even if they do not understand something in deputy work.
