“The gas just disappeared into nowhere.” Ramzan Kadyrov explained why Chechnya's gas debts should be forgiven
This refers to a debt of 9 billion rubles, which was previously recognized as "hopeless to be recovered."
The head of Chechnya, Ramzan Kadyrov, hopes that the republic will still be forgiven the debt for gas in the amount of 9 billion rubles ($140.1 m). He wrote about this in his Telegram channel, commenting on the verdict of the Supreme Court of Chechnya. Yesterday the latter canceled the decision of Zavodskoy District Court of Grozny to forgive the debts of the population for gas.
Kadyrov draws attention to the fact that during the war the gas pipeline networks in Chechnya were almost completely destroyed.
“The gas just disappeared into nowhere, burned in giant torches that arose when bombs and shells hit. There was no possibility to control gas consumption, there were not enough services that monitored the good condition of communications. There simply were no specialists, equipment, calculators,” the statement of the head of the republic says.
Kadyrov also indicates that it is necessary to find out how and under what parameters the amount of the debt was determined. The head of the republic doubted that so many cubic meters of gas were provided for the territory of Chechnya. According to Kadyrov, only careful inventory and teamwork can give accurate answers to difficult questions.
“There is a practice of forgiveness of debts all over the world, including the interstate one. This is when a creditor state writes off debts due to various circumstances or after many years,” the message of Kadyrov reads.
Zavodskoy District Court of Chechnya wrote off 9 billion ($140.1 m) of the population’s debts for gas. This decision caused a stir. Other regions also began to demand to forgive their debts for gas following the example of Chechnya.
According to Gazprom Mezhregiongaz, as of December 1, overdue debts for gas in Chechnya totaled 16.161 billion rubles ($251.6 m), 13.219 billion ($205.8 m) of which the population faces.
