St. Petersburg Legislative Assembly chooses deputies carrier for $8.6 without contest
The contract was signed with Smolninskoye State Motor Transport Institution at 439 thousand rubles ($7.5 thousand) until 2019 inclusively. However justification of contract price calculations is not published on the site of Government Procurement.
The St. Petersburg Office of the Federal Antimonopoly Service (FAS) established an infringement of the legislation at the conclusion of the contract after activists of Transparency International organization filed a complaint. The contract worth almost 500 million rubles ($8.6 mln) was signed on December 29, 2016 with a single supplier – the State Motor Transport Institution Smolninskoye. According to the head of the regional branch of the organization Dmitry Sukharev, not only authorities or their subordinate agencies can provide cars-with-drivers rental services. There is competition, and it was pointed out, in decisions of the St. Petersburg FAS in particular.
In its turn, the St. Petersburg Legislative Assembly insists that it can choose the provider without contest, referring to the provision of the federal law on the possibility to purchase services from a single supplier if their execution can be carried out only by the executive authority or institutions under its jurisdiction, or by the enterprise by virtue of the authority.

Deputy Head of the contract service of the St. Petersburg Legislative Assembly Nikolay Krasnyansky signed justification of the contract. His brother is a member of the town election committee Dmitry Krasnyansky. Interestingly, on January 30 the same car enterprise Smolninskoye was defined as the only service provider for the St. Petersburg election committee. The contract for one year is valued at 7 million rubles ($120 thousand).
Sukharev also highlights that for all state bodies of St. Petersburg the marginal cost of services for renting vehicles with a crew for 1 day of car operation was established: from 5 514.3 to 5 941.89 rubles (from $94.90 to $102.26), depending on the position. If we re-count the amount of the contract for 2017 (136 million 626 thousand rubles ($2.3 mln), we will get 63-68 cars, provided that they will be used 365 days a year. At the same time, the Parliament of St. Petersburg consists of only 50 deputies, 10 of which officially renounced official vehicles.
The state contract itself, which could reveal details of the deal, was brought by the representatives of the Legislative Assembly to a meeting of the FAS, but they refused to provide it, referring to the prohibition of disclosure of personal data.
However, the FAS decided that the Legislative Assembly had violated the law when concluding the state contract. It needs to be canceled prior to 31 March 2017. Otherwise, antimonopoly service officers will go to court.
