Rosgvardiya proposes to oblige authorities to give it buildings and lands
A bill has been prepared.
The Rosgvardiya came up with an initiative to provide lands and facilities to the siloviki while they are on a combat mission. The project description is on the federal portal of draft regulatory acts and is now undergoing a stage of public discussion and anti-corruption expertise.
According to the document, buildings, premises or land plots may be given to Rosgvardiya “for the period of preparation and fulfillment of military and service missions by the National Guard provided for in items 1, 3, 4, 6 and 7, part 1 of Art. 2 of the Federal Law “On National Guard Troops of the Russian Federation".
It is about the maintenance of public order and ensuring public safety, as well as special operations to combat terrorism, their actions during emergency situations, martial law and so on.
In those cases, the municipal authorities will have to provide the Russian Guard with premises or land. The siloviki undertake to file a written request to the officials, which will take 10 days to review. In emergency cases, the request would be made orally, and then written confirmation must be provided within the next 24 hours.
Exceptions will be made to properties in areas with special conditions for the use, as well as objects of cultural heritage, the document says.
