Reshuffle in Novgorod ICR. Gilina goes for promotion with medal, Belyansky steps into her boots
The Head of the Investigations Directorate of the Novgorod ICR Katerina Gilina is transferred to St. Petersburg after the Moscow auditors’ checks. The cause of such a personnel decision remains a mystery. Her new chief, Major-General Klaus, is very sensitive about the reputation of his subordinates.
Today, the Investigations Directorate of the Novgorod region agency meets its new Head - Stanislav Belyansky. The authorities have already posted a statement on his appointment. From this news it follows that before becoming the Head in Novgorod, Belyansky used to be the Head of the Procedural Control Department of the Investigations Directorate of the ICR in the Khanty-Mansi Autonomous District–Yugra. So far, the biographical information about him is very stingy.

In addition, in Khanty-Mansiysk, Belyansky has overseen the prevention of delinquency.The new Head of the ID ICR in the Novgorod region is the ‘native’ of the Prosecutor's Office. Stanislav Yurievich Belyansky was born on July 1, 1979 in the city of Volgograd, the Volgograd region. In 2001 he graduated from the Saratov State Academy of Law. He began his service in the prosecution authorities in 2000. During this time, he climbed career ladder from the investigator to the district prosecutor. From 2007 till present he has served in the Investigative Committee of Russia as executive. He headed the Procedural Control Department of the Investigations Directorate of the ICR in the Khanty-Mansi Autonomous District–Yugra in 2014. He has a special rank – the Colonel of Justice.
Stanislav BelyanskyThere are no media mentions except for the investigation of the scandalous double murder of Ingush policemen. Stanislav Belyansky is generally characterized as honest, principled and moderately severe chief, and there are no traces of his dubious origin as Katerina Gilina has.
As for Gilina, the situation is quite interesting and intriguing. As the CrimeRussia found out, the high-ranking leadership determined the fate of the ‘general’ in quite an unexpected way – she is to become a deputy of Alexander Klaus, the Head of the ICR Investigations Directorate in St. Petersburg. What she is going to be responsible for is yet to be reported.
What does Major General Klaus think about this fact is not known. Alexander Klaus is a man of delicate character, he is very sensitive of rumors about his subordinates. It should be noted, not a single officer of the St. Petersburg ICR was arrested or placed in a pre-trial detention center while his management; St. Petersburg investigators were not mentioned in any of major scandals. No one expected such a ‘gift’.
According to a source of the CrimeRussia, when Alexander Klaus found out about appointment of Gilina in St. Petersburg, he became stuporose, as well as the whole department staff of the St. Petersburg ICR were shocked.

Officers, who wrote an open letter with a request to examine activities of Gilina, wonder what was the motive of the high-ranking authorities to send Gilina to St. Petersburg, who has such a dubious reputation. But apparently, the leadership was satisfied with Galina’s work in the Investigations Directorate of the Novgorod ICR, as she was promoted and awarded a medal. On the official website of department, there is information about an order of the ICR Head to award "E.G. Gilina the medal "For diligence in service." This award was given to her for "conscientious performance of official duties, high professionalism, efficient service, and implementation of tasks of particular importance." What was the tasks "of special importance", which is highly appreciated by the leadership, remains a mystery.
Stuff of the Novgorog ICR wonders what was the motive of the high-ranking authorities to send Katerina Gilina to St. Petersburg with honors, after he gained such a dubious reputation. Moreover, no one can predict how she will perform her duties there. Examinations of the cases in Novgorod is yet to be finished (by the way, most of them have found confirmation). In addition, the case initiated over bribery in the Primorsk region is not closed yet as well. Moreover, the prosecutor of the Novgorod region Andrey Kikot is not going to step back, as his subordinates are actively looking for grounds to punish Gilina. Kikot came from St. Petersburg, so he has high support in the prosecutor's office there as well. In any case, as they say in the Novgorod ICR, the story has just begun.
