Recommendations of Prosecutor General's Office on ensuring legality of buy-bust not met
The supervisory authority published the regulations in 2015.
Novaya Gazeta has published recommendations of the Prosecutor General’s Office for law enforcement officers investigating drug cases. If they were met in practice, the number of cases on drug-related articles would be halved.
The document explains the concept of buy-and-bust operation and the grounds for its conduct. The methodical recommendations were issued after the European Court of Human Rights repeatedly pointed out the provocation by police officers in drug cases.
The question of mitigating one of the most ‘popular’ articles in the country, Illicit Drug Trafficking, was raised after the high-profile case of Meduza journalist Ivan Golunov, who was arrested for selling drugs. The scandalous criminal case was terminated due to lack of evidence.
Presumably, it concerns the US response to Ukraine’s help in the investigation against Joseph Biden, Trump’s main rival in the 2020 presidential election, who allegedly was in collusion with Kiev during the previous campaign.
