Putin signed a law on use of physical force against prisoners
Russian President Vladimir Putin has signed a law that regulates the use of physical force, special means and firearms to prisoners by the Federal Penitentiary Service (FSIN).
It is reported by Parliamentary newspaper with reference to official legal information portal.
According to the law, employees of the Federal Penitentiary Service have the right to use physical force, special means and weapons on the territory of penal institutions, detention centers, where security requirements established.
Also, according to the document, the Federal Penitentiary Service officers should be tested for an aptitude associated with the use of physical force; the abuse of authority in the application of force entails criminal liability.
The ICR has reported on solving the murder of Ilya Pichko, who had been due to testify in the high-profile case of smuggling at the hearing on December 18. The search for the head of Yugo-Vostochnaya Torgovaya Kompaniya began after he failed to appear at the hearing scheduled for December 11.
