Russian President Vladimir Putin has given Rosgvardia the authority to provide security of heads of the highest executive bodies of the Federation subjects. The corresponding document is published on the official web-portal for legal information.

According to the document, apart from the heads of Russian subjects, Rosgvardia will also be able to protect other people. The text of the law does not explain who is meant by those people. The protection will be carried out “exclusively on a contractual basis.” Tariffs and the cost of contracts will be determined “in the order established by the government.” The funds raised by Rosgvardia under the contracts for the protection of governors will be credited to the federal budget.

The law will enter into force 180 days after its official publication.

Deputies of the State Duma adopted amendments to the law “On the troops of the National Guard of the Russian Federation” in the third and final reading on February 21. The legislators have established that the regional governors will have to pay for their protection at the expense of regional budgets.

Aleksander Khinshtein, the advisor to head of Rosgvardia Viktor Zolotov, previously told RBC that the governors’ protection by the units of Rosgvardia had already been practiced before the adoption of the law in 15 regions. The source of RBC in Rosgvardia specified that sergeants and officers of the Special Purpose Center of Rosgvardia’s departmental protection will be guarding the governors.

TASS with reference to the Deputy Director of Rosgvardia, Sergei Melikov, points out that earlier the heads of the Russian subjects were guarded by the MIA’s state security divisions and sometimes by private companies.
