Prigozhin’s structures to build a court neighbourhood worth of $518.6 million in St.Petersburg

Structures close to Evgeny Prigozhin’s Concord Management and Consulting are going to be a subcontractor of construction of a court neighbourhood in St.Petersburg worth of 35.7 billion rubles ($518.6 million), reports Kommersant.
The subcontractor was chosen in summer, 2018, report sources familiar with the project of Department of Presidential Affairs. Interestingly, the subcontractor was chosen without tendering. A few major construction companies already got an offer from Prigozhin’s company to take part in the construction project. According to Kommersant sources, one of the structures that sends this kind of offers is Lizena LLC founded in 2014 in St.Petersburg.
The Department of Presidential Affairs has reconsidered the schedule of prepayment of construction of the court neighbourhood. One third of the amount was going to be paid to the subcontractor by the end of 2018. However, now, 9.2 billion of prepayment is going to be sent to the subcontractor in 2021. The changes that were added to the contract and government procurement system allowed to scramble the information on the construction and the subcontractors, reports Kommersant.
In early 2017, the Federal Anti-Monopoly Service overturned the results of the tender procedures carried out by the Department of Presidential Affairs related to the selection of the contractor. From then onward, there hasn’t been official information on the companies dealing with the construction. With that, head of the Department Aleksander Kolpakov says “active phase of construction” is expected to be commenced in the second quarter of 2019.
The private military company Vagnera, as well as a few other scandalous structures - including The troll’s factory and The media factory - are linked to the businessman Evgeny Prigozhin.
The company RK-Aktivy, which was supposed to deal with real estate and non-core assets of Roscosmos, has not concluded a single contract since 2016. At the same time, the company management and staff received salary.
