The informed sources in the Ministry of Economic Development say that the most likely candidate is Alexey Korobov, who is currently listed as the Advisor to the Head of the Russian State Register.

Mosmonitor was reported in the Ministry of Economic Development that the fact is during his work on the given position Korobov became a direct participant in several incidents. In particular, the sources say that Korobov’s name figured in scandals related to extortion by members of the Russian State Register, both in the central office of the department and in the regions.

In another significant scandal, corruption is clear: the situation with the Federal State Unitary Enterprise Rostehinventarizatsiya – Federalnoye BTI which previously was the largest domestic company in the field of cadastre and technical inventorying. Korobov directly affected the actual collapse of the Federal State Unitary Enterprise by appointing in 2014 Vladimir Zaitsev as the Director of BTI. The results of his management over the past two years were very grim: the BTI has lost two of its major customers: the FGC EES, the annual amount of the contract with which amounted to 200-400 million rubles, and MGTS, the agreement with which brought FSUE 200 million rubles annually. In addition, a few months after the taking up the post of the Director of BTI Zaitsev sailed a 700 million contract with the Defense Ministry and a number of other important contracts to other contractors.
In the regional BTI offices mass checks and layoffs of qualified managers began, said the Rosreestr insiders Mosmonitoru.
They also say that the new owners of the BTI, who are currently waiting for privatization, can become the entrepreneurs associated with Korobov and his protege Zaitsev, and the damage from the activities of Korobov for years of his work in Rosreestr is now estimated at billions of rubles. At that, the official himself is not upset about his bad reputation. According to the sources in Rosreestr, he ignores all the advices of colleagues to resign voluntarily and accepts his responsibility in a number of management failures. Moreover, in response to this, Korobov covered himself with the high-ranking patrons in the Russian Government, and in particular, the deputy head of the Secretariat of the Deputy Prime Minister Igor Shuvalov, Andrey Baturkin, whom he owes its his position in Rosreestr so early in his career.
Currently, the Rosreestr’s activity is virtually paralyzed. The Acting Head of the department Andrey Pridankin (also Baturkin’s man) prepares to hand over the reins to Korobov rather than to deal with them.
On January 1 of the next year, the Law "On state registration of real estate" comes into force. And then, the situation is going to be even more complicated, say the sources. The law provides for the creation of the Single state register of real estate, as well as the simplification of procedures for registration of property rights and the introduction of a transparent mechanism for the electronic records of transactions. In other words, it will be possible to register the right of ownership in any region, not only where the facility is located.
But Rosreestr, despite the fact that there are almost six months ahead, will not be able to implement the law in full.
"One gets the impression that the Rosreestr’s management is engaged in anything, including an attempt to take advantage of the privatization of the leading companies within the industry, but not in executing the order of the President", - told one of the members of the organization to the publication on the condition of anonymity.
On personnel’s call to pay attention to the current troubles and frank failures Korobov and Pridankin react only with criticism of the previous management.
Although the most employees of the Rosreestr already understand that the probable appointment of Korobov as the Head of the department could lead to the collapse of the entire program of creating a unified real estate cadastre. This, in turn, will trigger a surge of corruption in the central office and in regional branches of Rosreestr, with which the department already has some problems.
As a result, the forecasts are pessimistic: the appointment of Korobov will lead to the discrediting of the Rosreestr itself and cadastre reforms, which it is supposed to implement.

By the way, before Rosreestr, Korobov also had, to put it mildly, strange episodes in his career. When he worked as the first Deputy Chairman of the Russian Federal Property Fund, someone blew up the door to his home, and during his work as the head of the Russian Venture Company (RVK) a large sum of money was lost. The Prosecutor General's Office conducted an investigation, but other than inefficient spending (30 billion rubles were allocated from the budget for the creation of the domestic venture capital industry), could prove nothing, after which Korobov quickly resigned.
Sources also associated Korobov’s name with the notorious Shesteryuk’s case on the embezzlement of property in Rosimushchestvo in amount of 10 billion rubles.
Alexey Korobov was born on November 30, 1967 in Leningrad.
From 1986 to 1988, he served in the USSR Armed Forces. In 1993, he graduated from the Russian Academy of the Ministry of Security, majoring in law. He got a qualification of a lawyer with knowledge of French and Burmese languages. After graduation, he was in military service in the FSB.
