New Perm region Investigative Committee Head appointed
By the decree of the President of the Russian Federation Alexey Serdyukov has been appointed the First Deputy Head of the Investigative Committee in the Perm region. He, in particular, is known for his participation in the investigation of criminal cases against Mayor of Makhachkala Said Amirov and in investigation of attempted murder on journalist Oleg Kashin.
Colonel of Justice Alexey Serdyukov, who earlier served as senior investigator for priority cases of the second department of the Investigative Committee, is appointed the First Deputy Head of the Investigative Committee in the Perm region. According to the interlocutors of Kommersant, the President's decree was signed at the end of 2017. According to sources, Mr. Serdyukov can enter upon his new duty the following week. The place of the First Deputy Head of the administration, which is now headed by Lieutenant-General of Justice Marina Zabbarova, became vacant since March last year. Then Major-General of Justice Eduard Shramko was appointed the Head of the Investigative Department of the Investigative Committee in the Vologda region. Since then, the question of his successor has remained open.
Alexey Serdyukov was one of the investigators who dealt with the most complex and resonant criminal cases until his new appointment. In particular, Serdyukov is mentioned in numerous publications in the media as a specialist in criminal matters of a terrorist nature. So, he investigated the case of failed terrorist attacks on New Year's Eve in Moscow in 2010, as well as a number of cases taken place in the North Caucasus.
In 2013, Mr. Serdyukov accepted a criminal case against Said Amirov, Mayor of Makhachkala. In 2015, Amirov was sentenced to life imprisonment for committing a number of grave and especially grave crimes, including the preparation of a terrorist act. Another resonant criminal case, which was under Alexey Serdyukov’s control, was an investigation into the attempted murder on journalist Oleg Kashin. For several years the crime remained undisclosed, but after the case was handed over to Alexey Serdyukov, the alleged perpetrators of the crime – security officers of the St. Petersburg Mechanical Plant OJSC Danila Veselov, Mikhail Cavtaskin and Vyacheslav Borisov - were identified.
As suggested by the interlocutors of Kommersant, the appointment to the Perm administration may become a stepping stone to further growth: in addition to Mr. Shramko, other members of the Committee were sent from Perm to the promotion. So, in 2013, Ivan Loginov, who worked before in the region, was appointed the Head of the Investigative Committee in the Arkhangelsk region, and a number of employees were transferred to the Investigative Committee.
