The Unified Concept of Spiritual and Moral Education of the younger generation was developed in 2013 on orders of the head of the Chechen Republic.

The head of Chechnya, Ramzan Kadyrov, stated that the Unified Concept of Spiritual and Moral Education of the younger generation should be implemented more widely to include young people living outside Chechnya from now on.

Ramzan Kadyrov said the decision stemmed from the reports about “the indecent behavior of some individuals” hailing from the Chechen Republic, which keep popping up on social media. “Even such isolated cases cast a shadow on the entire Chechen people, our culture,” Kadyrov wrote on Instagram, noting that he cannot turn a blind eye to that.

Kadyrov entrusted the head of the Chechen Republic on national politics, foreign relations, the press and information, Dzhambulat Umarov, with the work on the Chechen youth in the subjects of the Russian Federation. Umarov will have to develop a "set of measures that will bring the principles of the Concept to the maximum number of people."
